    To ask Mr Chancellor of the Exchequer, what estimate he has made of (a) the number of websites using the HM Revenue and Customs logo without permission and (b) how many people have paid to use them; and what steps he is taking to identify and proceed against such websites.

    HM Revenue and Customs (HMRC) has a dedicated Customer Protection Team, within its Cyber Security capability, who proactively seek out websites abusing their brand. Such websites fall into two categories: fraudulent websites that seek to dupe unsuspecting customers into divulging personal information and websites which inappropriately use the HMRC brand and/or logo in order to purvey an affiliation with HMRC when offering services to customers.

    HMRC’s Customer Protection Team has taken down over 15,000 fraudulent websites in the last year and taken successful action against 130 websites inappropriately using the HMRC brand.

    The Customer Protection Team utilises a blended approach of internally developed tools and processes alongside partnerships with leading third parties, search engines and enforcement agencies, such as the National Trading Standards Board e-Crime Unit, to take action against any websites using the HMRC logo or brand without permission, undertaking criminal proceedings where appropriate.

    In November 2015, the Joint Committee on Vaccination and Immunisation (JCVI) advised that a targeted human papilloma virus vaccination programme for men who have sex with men attending genito-urinary medicine and HIV clinics should be undertaken, subject to procurement of the vaccine and delivery of the programme at a cost-effective price. The Department and Public Health England are considering the JCVI’s advice, including how such a programme could be monitored and evaluated.

    As rickshaws (pedicabs) outside London are regulated as taxis (Hackney Carriages), it is down to each local authority to set the licensing conditions, standards and by-laws for both driver and vehicle. This includes ensuring the health and safety of all travelling passengers, for instance through policies on vehicle type and safety features.

    This function is the responsibility of the local licensing authority.

    According to an agreement made between Mr. Kayid and the Israeli Government, Mr. Kayid’s administrative detention will not be renewed past 12 December. Our Embassy in Tel Aviv regularly raises our concerns over the use of administrative detention with the Israeli authorities.

    To ask the Secretary of State for Health, whether a diagnosis of post-natal depression is routinely shared with social services.

    The National Institute for Health and Care Excellence has published guidance (Clinical Guideline 192 December 2014) that offers evidence-based advice on the recognition, assessment, care and treatment of mental health problems in women during pregnancy and the postnatal period (up to one year after childbirth) and in women who are planning a pregnancy.

    The guidance references appropriate sharing of information with healthcare professionals involved in the woman’s care, respecting confidentiality and rights of the child (particularly in relation to girls and young women) and involving family and carers, with the agreement of the woman. There is no specific reference to social services, nor does it suggest that diagnoses should be routinely shared with them.

    The majority of diagnoses take place in primary care. If a woman is diagnosed with post-natal depression whilst being cared for within specialised services, including perinatal mental health services, routine notification to social services for patients does not take place. Where child protection concerns arise, a notification to social services would occur prior to discharge.
