    To ask the Secretary of State for Health, how many and what proportion of Personal Medical Services contracts by general practices in (a) Hampstead and Kilburn, (b) London and (c) England have been reviewed by NHS England; and in how many such cases have the surgeries been advised of the future funding arrangements to financial year 2021-22.

    NHS England carried out a stocktake of progress in completing Personal Medical Services (PMS) reviews in December 2015. This found:

    a) There are 10 PMS practices in Hampstead and Kilburn; none of these have had a PMS contract review as yet;

    b) 620 (100%) PMS contract reviews are still to be completed in London; and

    c) 1,847 (61%) PMS contract reviews have been completed in England.

    The proposed London-wide contract and funding has been communicated to practices. Camden Clinical Commissioning Group (CCG) and Brent CCG commissioning intentions are currently being agreed and will be communicated to practices in line with the timetable.

    To ask the Secretary of State for Transport, how many air pollution monitors there are in which location within Heathrow Airport’s perimeter from which official data on air quality is collected.

    Heathrow Airport Ltd (HAL) has monitored air quality since 1993 at its site located near the northern runway (LHR2), however this does not provide official data for Defra’s national air quality monitoring network – The Automatic Urban and Rural Network (AURN).

    Heathrow also now monitors air quality at three other sites around the airport — Harlington, Longford (Green Gates) and Stanwell (Oaks Road). The Harlington site is included within AURN.

    There are no central records of disqualification orders issued by the courts under the Animal Welfare Act 2006. Each individual court would have the details of any disqualification order they have made.

    National guidance is in place for all Jobcentre Plus offices and provides clear instructions on the policy and process to follow when issuing letters to jobseekers. The process within the instructions does not permit the combining of information about attending a mandatory interview with a Work Coach and non-mandatory Group Information Sessions.

    To ask the Secretary of State for Education, what estimate her Department has made of the cost to the public purse of uprating the earnings threshold for graduate repayments of student loans.

    In 2015 the government chose not to uprate from April 2017 the loan repayment threshold for ‘plan 2’ student loans — those issued for course starting from 2012 onwards. This decision will be reviewed again in 2021. The government consulted on this decision and published a detailed consultation response.

    The forecasted cost of uprating the repayment threshold by earnings growth from April 2017 would be equal to the forecasted savings from freezing the threshold. These figures can be found in paragraphs 67 and 68 of the consultation response.

    Devolution Deals have awarded Mayoral Combined Authorities with greater flexibilities over investment funding through the Single Pot. Some have also committed to pilots for the retention of growth in business rates above a base and further, to pilot the 100% retention system that will be in operation nationally by the end of this parliament. These policies fundamentally change the way local government operates, through the localisation of business rates to fund local government functions.

    We continue to welcome Devolution Deal proposals from all areas of the country and have been clear that the most ambitious deals will require ambitious governance reform.

    To ask the Secretary of State for Justice, whether he plans to bring forward legislative proposals to amend further the Criminal Justice Act 2015 in relation to online harassment and internet trolling.

    Legislation that can be used to prosecute online harassment and related offences includes the Protection from Harassment Act 1997; the Malicious Communications Act 1988; and the Communications Act 2003. The Criminal Justice and Courts Act 2015 made changes to the relevant offences in these last two Acts which aim to ensure that people who commit them are prosecuted and properly punished.

    The Government believes that current legislation is sufficient and does not intend to introduce specific additional legislation to address online harassment and internet trolling.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate his Department has made of the number of its senior civil servants who will potentially fall under the provisions of the fourth EU Money Laundering Directive, 2015/849; and what assessment he has made of which of his Department’s agencies or other public bodies will potentially be classed as holding a prominent public function for the purposes of that directive.

    Under the Fourth Anti-Money Laundering Directive, which will be transposed into national law by June 2017, a ‘politically exposed person’ is one ‘who is or who has been entrusted with prominent public functions’. This could potentially include some senior civil servants in the Department and its agencies or other public bodies.

    The Government’s view is that the Directive permits a risk-based approach to the identification of whether an individual is a politically exposed person and, when identified, the application of different degrees of enhanced measures by banks and other financial institutions to reflect the risks posed. The Government will be setting out this view in a consultation, which will be published shortly.
