    To ask Her Majesty’s Government how much of the grant awarded to Action on Smoking and Health in 2015–16 was unspent at the end of that financial year.

    The Department has received an application for grant funding from Action on Smoking and Health (ASH) for the 2016-17 financial year. The application process is iterative to ensure the final objectives are in line with Departmental aims and the application that the Department currently holds is a draft application. Draft applications for grant funding are not published.

    There was no underspend of the grant awarded to ASH in 2015-16 and, in each of the last five years, the funding has been spent in the relevant financial year.

    The Government of South Georgia and the South Sandwich Islands operates a wide range of peer-reviewed rodent detection and mitigation measures which seek to prevent rodents from entering the Territory. It works closely with those organisations with a footprint on South Georgia to ensure best practice guidelines are implemented. At present these measures do not include the use of a rodent detection dog, although the feasibility of this is under active consideration with relevant stakeholders as part of wider discussions to continually improve biosecurity.

    We have made no such assessment.

    The National Institute for Health and Care Excellence (NICE) is the independent body responsible for providing best practice guidance for the National Health Service.

    NICE published a clinical guideline in February 2015 on the diagnosis and management of bladder cancer which outlines the circumstances in which the Bacille Calmette‑Guérin (BCG) vaccine should be used to treat bladder cancer. A copy of the clinical guideline is attached.

    A bladder cancer quality standard was also published by NICE in December 2015 which refers to BCG treatment for bladder cancer. A copy of the quality standard is attached.

    To ask Mr Chancellor of the Exchequer, whether his Department plans to include non-prescription incontinence pads, maternity pads and breast pads used by breastfeeding mothers in the definition of sanitary products for the purposes of zero rating under VAT.

    The zero rate of VAT will apply to any sanitary protection product that is designed and marketed solely for the absorption of collection of menstrual flow or lochia, including:

    • Sanitary towels
    • Sanitary pads
    • Tampons
    • Keepers
    • Maternity pads

    Eligible incontinence products, for sale to disabled people, are already zero rated.

    To ask Her Majesty’s Government what is their assessment of anti-semitism within bodies representing students in English universities.

    The Government is clear that there is absolutely no place in higher education or anywhere else in society for bigotry, hatred or any form of racism such as anti-Semitism.

    Recent reports of anti-Semitism are extremely concerning and must be met with a decisive response. We expect all bodies with a role in English higher education to be absolutely clear in their opposition to racism in all its forms, and to have robust policies in place to tackle such hatred and support victims.

    At the Government’s request, Universities UK has set up a taskforce to examine what more can be done to tackle harassment and hate crime on campus, including anti-Semitism.
