    To ask the Secretary of State for Health, whether his Department plans to evaluate formally the National Stroke Strategy before the end of 2017.

    The National Stroke Strategy remains valid and implementation of it continues. There are, therefore, no current plans to renew it. Action is being taken to ensure the progress made on stroke continues. This includes:

    – ongoing work in virtually all parts of the country to organise acute stroke care to ensure that all stroke patients, regardless of where they live or what time of the day or week they have their stroke, have access to high quality specialist care;

    – publication of the Cardiovascular Disease (CVD) Outcomes Strategy in 2013, which includes many stroke specific strategic ambitions;

    – a CVD expert forum, hosted by NHS England, to coordinate delivery of the work which was initiated in the CVD Outcomes Strategy; and

    – NHS England’s National Clinical Director for Stroke works with the Strategic Clinical Networks, clinical commissioning groups, voluntary agencies and individual providers to support better commissioning and provision of stroke care.

    More generally, the NHS Five Year Forward View recognises that quality of care, including stroke care, can be variable and that patients’ needs are changing and new treatment options are emerging. The Five Year Forward View sets out high level objectives to address these issues.

    There are no current plans for a formal evaluation of the National Stroke Strategy. However there is a continuous evaluation of the quality of stroke care via the Sentinel Stroke National Audit Programme (SSNAP). This measures most of the key indicators defined as important in the strategy and findings are freely available on the SSNAP website at:

    Defra and DECC officials are working together on a review of the support for renewable energy schemes through both Feed in Tariffs and the Renewable Heat Incentive. This includes the support for farm-scale anaerobic digestion. Consultations on the schemes will be published in the coming months.

    To ask the Secretary of State for Communities and Local Government, if he will ensure that all proposed Local Government Pension Scheme asset pool governance structures have an equal number of scheme member representatives.

    The governance structures of the new pooling arrangements are matters to be determined locally and submitted as part of the detailed proposals we have asked funds to submit by 19 July.

    The pool governance structures should provide funds with the assurance that their investments are being managed appropriately by the pool, in line with their stated investment strategy and in the long term interests of scheme members.

    To ask the Secretary of State for Health, with reference to the recommendations on page 13, paragraph 2, of the Mental Health Taskforce report, published in February 2016, what steps he is taking to ensure all local areas have a multi-agency suicide prevention plan.

    We welcome the recommendation by the independent Mental Health Taskforce that every area should have a local suicide prevention plan in place delivered through multi-agency groups.

    We will be working with Public Health England to engage and support local authorities that do not have a local multi-agency suicide prevention plan to put one in place.

    I will be meeting soon with Departmental officials and our delivery partner organisations on suicide prevention to explore ways in which we can work together to re-invigorate the National Suicide Prevention Strategy, including improving local delivery of its aims.

    European Regulation No 648/2012 (EMIR) establishes a strict supervisory framework for CCPs, which in the UK are regulated by the Bank of England.

    EMIR’s requirements – which continue to apply in the event of a merger or change of control of a CCP – include that a CCP must be sufficiently well-resourced to withstand extreme market events, including the simultaneous default of its two largest clearing members.

    In the event of a qualifying change of control the Bank of England must under EMIR also assess the suitability of the proposed acquirer and financial soundness of the proposed acquisition.

    Copies of the Bank of England’s 2016 report on supervision of financial market infrastructures were laid before Parliament on 4 March and are available in the House library.

    To ask the Secretary of State for the Home Department, what the timetable is for (a) collection and (b) publication of data on the ethnicity and age of targets, location and outcome of taser use by the police.

    Data is not recorded centrally on the number of times the police have deployed Taser devices on psychiatric wards. A Taser record is completed by police officers each time a Taser is used. However, this record does not currently show the detailed geographical or type of location.

    Police Use of Taser statistics are published by the Home Office and most recently on 28 April 2016. These provide a snapshot of Taser use.

    We have been very clear that the public need greater transparency and that is why the Home Secretary asked Chief Constable David Shaw to lead an in-depth review of the publication of Taser data and other use of force by police officers.

    The review recommended that the police record and publish the ethnicity, age, location and outcome of all serious use of force by police officers, including physical restraint and Taser. Pathfinder forces started to collect this data from April this year, and it is anticipated that the collection will form part of the 2017-18 Home Office Annual Data Return.

    A copy of Chief Constable David Shaw’s review will be placed in the House library. The review contained no data on the number of times the police have used Taser in mental health settings.

    To ask the Secretary of State for Work and Pensions, how many claims were stockpiled (a) before and (b) after the Upper Tribunal ruling of 17 March 2016 on the unlawful and discriminatory use of the past presence test.

    No claims were stockpiled before the Upper Tribunal ruling of 17 March 2016, 40 Disability Living Allowance claims were stockpiled after the ruling.

    Section 27 of the Social Security Act 1998 provides that, where the Upper Tribunal decides on a social security appeal that the Secretary of State has made an error of law in his original decision and other claims subsequently fall to be decided by the Secretary of State, the judgment generally is not to be applied in relation to any period that predates the Upper Tribunal’s decision (s.27(3)). This statutory rule does not apply to the person who brought the original appeal, to people who have already lodged an appeal against a decision or who are still in time to do so, or to people whose case the Secretary of State has stockpiled (or whose appeal he has stayed) pending the judgment under section 25 of the Act.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will (a) take steps to ensure that Saudi Arabia works for an immediate ceasefire in Yemen and (b) support the establishment of an international, independent, impartial mechanism to investigate alleged violations of international humanitarian law and human rights law by all parties in that conflict.

    We are urging all parties to the conflict to work towards resuming a meaningful and sustainable ceasefire that is respected by all sides. We are also doing all we can to support the UN to convene a further round of UN-facilitated peace talks over the coming weeks and firmly believe that a political solution is the best way to bring long-term stability to Yemen.

    The Resolution on Yemen adopted at the Human Rights Council Session in September 2015 committed the Office of the High Commissioner of Human Rights to work with the Government of Yemen to help them investigate human rights abuses and violations. We urge the Government of Yemen to co-operate fully with this process. Yemen will remain on the Human Rights Council’s agenda: an oral report on developments will be given at the next session in March 2016 (31st session) and a written report will be presented to the Council in September 2016 (33rd session).
