    To ask the Secretary of State for Business, Innovation and Skills, what restrictions are in place on Dr Nicole Mather in her role as Director of the Office for Life Sciences in relation to her role as Director of Deloitte’s Healthcare and Life Sciences practice.

    It is a condition of Nicole’s secondment to the Department for Business, Innovation and Skills (BIS) that she ensures that in the course of carrying out the work she is asked to do, there will be no conflict of interest that will cause either embarrassment to, or difficulties for, Nicole, Deloitte or BIS.

    As part of her secondment agreement to BIS, Nicole has signed up to the Civil Service Code including its values of integrity, honesty, objectivity and impartiality. The secondment agreement sets out specific requirements around shareholdings, use of information gained in the course of her work in BIS, directorships, being a partner in a partnership, and the application of the Business Appointment Rules if Nicole wishes to take up another role within 2 years of the end of her secondment to BIS.

    The Small Business Research Initiative (SBRI) competition has resulted in six successful feasibility studies for innovative call blocking technology to tackle nuisance calls. Further funding is required to test and develop these products before they can be launched on the open market. We will work with our delivery partners to consider how best we can support the next phase of this work.

    The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) is in regular contact with Saudi Arabian Foreign Minister Al Jubeir regarding the situation in Yemen. During his recent tour of the Gulf, the Foreign Secretary held constructive discussions with all six GCC countries, underlining the UK’s commitment to finding a peaceful resolution and working in partnership with key regional actors to achieve this. I also regularly engage with the UN Special Envoy for Yemen and President Hadi to encourage commitment to the political process and the UK Special Envoy to Yemen, Sir Alan Duncan, visited the region in April and May to deliver messages to key Yemeni and regional interlocutors. Yemen remains a top priority for the UK Government and we are committed to working towards a durable peace.

    ​We have had no discussions with the Chinese or Indian authorities on the damming of rivers in Tibet.

    The UK supports sustainable economic development in Tibet. Decisions about the management of shared regional resources, like water, are best taken in consultation with neighbouring countries.

    NHS England advises that the Royal Devon and Exeter NHS Foundation Trust has a 24-hour psychiatric liaison service that has been in operation since the beginning of January 2016 and that 24-hour duty support from the mental health services is available to access for all Devon hospitals.

    NHS England also advises secondary care mental health services are commissioned from Cornwall Partnership NHS Foundation Trust which includes 24/7 Home Treatment Team services and 24/7 in-patient services. NHS England assures me that NHS Kernow is committed to delivering the requirements of the National Crisis Care Concordat, including ensuring that people with mental health problems can get help 24 hours a day.

    To ask the Secretary of State for Education, what steps she is taking to increase the number of primary school places in (a) Coventry, (b) the West Midlands and (c) England.

    Supporting local authorities in their responsibility to ensure sufficient school places in their area is one of the Department’s top priorities. That is why we have committed to investing £23 billion in school buildings between 2016 and 2021 to create 600,000 new school places, open 500 free schools and address essential maintenance needs.

    We allocate basic need funding to local authorities to create the new places required, based on data supplied by authorities themselves. Coventry received £41 million in basic need funding between 2011 and 2015. Local authorities across the West Midlands received a combined total of £305 million over the same period. This support helped to add more than 3,500 primary school places in Coventry between 2010 and 2014, with many more delivered since then and in the pipeline. Nearly 25,000 primary places were added across the West Midlands during this period, and over 300,000 nationally.

    The free schools programme is also helping create school places where they are needed; the Sidney Stringer Primary Academy opened in Coventry in September 2015, and will provide 420 primary places once at full capacity.
