    To ask the Secretary of State for Environment, Food and Rural Affairs, if she will bring forward legislative proposals to empower local authorities in proposed clean air zones to charge private cars which do not comply with EU vehicle emission standards.

    Local Authorities already have powers under Part 3 of the Transport Act 2000 which can be used to establish Clean Air Zones. Vehicles have to comply with European emissions standards in order to be put on the market and we have been pushing strongly for action to improve the standards and for real driving emission testing to be introduced as quickly as possible.

    As set out in our air quality plan for reducing nitrogen dioxide emissions, published on 17 December 2015, we will be requiring five cities in England to introduce Clean Air Zones and discourage certain types of vehicles from entering them. The plan identifies different categories of Clean Air Zone which may be appropriate depending on the circumstances of a particular Local Authority introducing a zone. However, the plan explains that, for those five cities, we have assessed that we can bring the UK into compliance with nitrogen dioxide limits without requiring the Local Authorities to impose restrictions on passenger cars. Further, the plan sets out the Mayor of London’s commitment to introduce an Ultra Low Emission Zone by September 2020 covering a range of vehicles, including passenger cars.

    The role of the UK liaison officers is to maintain an information flow with the Saudi Arabian authorities. We do not comment on the specifics. The Saudi Arabian Government announced on 29 February, that they are forming an independent committee to examine military activity in civilian areas in order to minimise possible civilian casualties; assess the Coalition’s rules of engagement; assess accidents, verification and targeting procedures and advise how they can be improved; and provide a clear, full and objective report for each investigation made including conclusions, lessons learnt and recommendations for future actions.

    The UK remains extremely concerned at the large increase in demolitions in the Occupied Palestinian Territories since the start of 2016, compared to the monthly average in 2015, and continues to raise this with the Israeli authorities. Demolitions and the evictions of Palestinians from their homes cause unnecessary suffering, are harmful to the peace process, and in all but the most exceptional of cases are contrary to international humanitarian law. The UK supports the Norwegian Refugee Council to provide legal aid to Palestinian communities that are at risk of displacement.

    The Youth Justice Board (YJB) and HM Inspectorate of Prisons (HMIP) publish an annual report on ‘Children in Custody’ that monitors the number of gypsy, traveller and Romany (GRT) children in youth offenders’ institutions (YOIs) and secure training centres (STCs). The reports are available on the HMIP website.

    The survey does not cover young people in Secure Children’s Homes (SCH). This is because Ofsted are responsible for inspecting SCHs, not HMIP.

    To ask Her Majesty’s Government whether it is their policy that all schools should follow the School Admissions Code, and if so, why objections to the Office of the Schools Adjudicator that have been upheld have been described by the Secretary of State for Education as vexatious”.”

    All maintained schools and academies are required to comply with the School Admissions Code.

    Currently, legislation allows ‘any person or body who considers that a maintained school or academy’s arrangements are unlawful’ to refer an objection to the Schools Adjudicator. However, the Adjudicator raised concerns in her recent annual report that, in some instances, groups and individuals appear to have referred objections in an attempt to influence government policy.

    We want to ensure that the Adjudicator is able to focus on the concerns that parents may have about their local school’s admission arrangements, and is not held up by the need to also consider large numbers of objections referred by interest groups from outside the area. We are, therefore, proposing that only local parents and local authorities should be able to refer objections to the Schools Adjudicator.

    We will be conducting a full public consultation in due course and will give careful consideration to all the views expressed in that consultation.
