    To ask Her Majesty’s Government, further to the answer by Lord Ahmad of Wimbledon on 14 March, how the £63 million which will be still outstanding when the Severn Bridges return to public ownership at the end of the concession is broken down.

    Most of the cost estimated to have been incurred outside of the concession relate to expenditure between 1992 and 2014, on capital (17%), operations including maintenance (50%) and administration (15%). The remainder was incurred before 1992 or is forecast to be spent between 2015 and 2018. More than half of the operations and maintenance expenditure was to investigate and correct cable corrosion.

    To ask the Secretary of State for International Development, what steps her Department is taking to ensure that the Education Cannot Wait fund for education in emergencies enhances the capability and effectiveness of existing bodies such as the UNHCR and the Emergency Education Cluster and does not duplicate their work.

    Education Cannot Wait is designed to bring together the expertise, energy and capabilities of different actors, to work together more effectively on education in emergencies and protracted crises. A diverse range of organisations were involved in the development of the fund – including UN agencies, donors, recipient countries and civil society – through a consultative process co-chaired by the UK and Canada. The fund is intended to enable agencies to do more of what they currently do well in the sector, for example through providing support to strengthen the humanitarian education cluster at a global and local level. The UK will continue to engage closely during Education Cannot Wait’s inception phase, to ensure that this objective is fully reflected in its final design and finance mechanisms, and that a wide range of organisations are represented through the fund’s governance structure.

    Applications to the Condition Improvement Fund closed on 16 December 2015 and we can confirm that The High Arcal School’s application for a new sports hall has been received. Applications are now being assessed against our published criteria to ensure that those with the greatest need receive funding. In the interests of fairness to all applicants in what is a competitive process, my noble Friend the Parliamentary Under-Secretary of State for Schools will be unable to meet school representatives during assessment.

    We expect to notify all schools of their bid outcomes by the end of March and my noble Friend will ensure that The High Arcal School is contacted.

    To ask Her Majesty’s Government how the £20 billion they plan to spend on housing investment during this Parliament will be broken down between the various categories including affordable homes for rent and starter homes to buy.

    The £20 billion of housing investment announced in the last Spending Review includes:

    • £8 billion to deliver 400,000 affordable housing starts;
    • £8.6 billion to extend the Help to Buy: Equity Loan scheme to 2021 – supporting 145,000 families into new homes;
    • £1 billion fund for small and custom builders to support delivery of up to 25,500 new homes;
    • £1.1 billion public sector land programme to support release of land for 160,000 homes delivering a mix of housing; and
    • £2 billion for infrastructure support and other long-term investment to unlock or accelerate a pipeline of 160,000 to 200,000 homes, included within the £12 billion Local Growth Fund, and delivering a mix of housing.

    To ask the Secretary of State for Justice, what the highest number of suspended sentences is that one person currently has without receiving a prison sentence in a (a) magistrates court and (b) Crown court.

    Where the court imposes a custodial sentence of two years or less it may suspend the sentence, for up to two years, and also impose one or more community requirements. This is a decision for the independent judiciary. If the offender breaches a suspended sentence order, there is a statutory presumption that the custodial sentence will be given effect, unless it would be unjust to do so in view of all of the circumstances.

    Repeat offenders can expect to go straight to prison if they commit a serious offence. Offenders serving suspended custodial sentences, however, have a lower re-offending rate than offenders serving immediate, short custodial sentences.

    The highest number of suspended sentences received by one person who has not also received an immediate custodial sentence, as recorded on the Police National Computer (PNC) up to 31 December 2015, and the latest sentencing occasion being (a) in a magistrate’s court was 10 and (b) in the Crown Court was 6.
