    The Secretary of State for Education and Minister for Women and Equalities and I have met with many representatives from women’s organisations since taking on our roles as Ministers for Women and Equalities. This includes attending and speaking at conferences and events, including a women and equalities stakeholder event held in July 2015, and our pre-CSW NGO event organised by the Government Equalities Office in November 2015, which was attended by representatives of approximately 40 women’s organisations.

    To ask the Minister for the Cabinet Office, what criteria are used for decisions on the (a) removal and (b) denial of UK honours.

    The Forfeiture Committee which makes recommendations on the removal of honours can consider any case where there is evidence to suggest that the retention of an honour would bring the honours system into disrepute, for example, if an individual has been found guilty by the Courts of a criminal offence and sentenced to a term of imprisonment; or has been censured/struck off by the relevant Regulatory Authority or Professional Body for actions or failures to act which are directly relevant to the granting of the Honour.

    Honours nominations are considered by one of the nine independent honours selection committees. There are many reasons why a nomination may not be successful when judged on merit against other nominations.

    To ask the Secretary of State for Communities and Local Government, what assessment has he made of the effect of high car parking charges on the viability of town centre economies; and if he will make a statement.

    The department does not centrally collect data on high parking charges. Local authorities are responsible for setting local parking charges taking account of local circumstances.

    We want local authorities to adopt policies that support local town centres, and have recently consulted on "Strengthening Local Government Transparency". The consultation included a proposal to increase the amount of information local authorities would need to publish on parking thereby helping local communities to better understand what revenues were being raised from parking.

    The intention of this proposed change would be to encourage a better local dialogue between communities and the local authorities that represent them about what appropriate parking charge levels should be.

    We are currently analysing responses to the consultation and will publish our response in due course.

    To ask the Secretary of State for Exiting the European Union, whether the Government has set its negotiating position for exiting the EU as being that it will not seek to remain in the single market.

    We are considering carefully all options for future arrangements with the EU following a UK exit. We know that there is no mandate for a deal that involves accepting the existing arrangements governing free movement of people from Europe. However, we do not accept that there is a binary trade-off in terms of border control and access to the single market for goods and services. We are aiming for the best deal on both for Britain. The Prime Minister has been clear that we are going to be ambitious in our negotiation, to negotiate the best deal for the British people and that will include the maximum possible access to the European market for firms to trade with and operate within.

    To ask the Secretary of State for Business, Innovation and Skills, whether he plans to invest any unallocated funding held by the Green Investment Bank at its point of privatisation into green projects in the UK.

    The Government has put paying down our debt while investing in infrastructure at the heart of our long term economic plan. Proceeds from a sale of UK Green investment Bank plc (GIB) will help us deliver on both those objectives. Any proposal to allocate Government funding to other types of intervention to achieve green policy objectives would need to be considered individually on its merits.

    GIB’s remit has always been to invest in green projects on fully commercial terms to help demonstrate green investment can be profitable and attract additional private sector investment into green sectors from mainstream finance providers. GIB will continue to perform that role in private ownership. Details of the other Government policy mechanisms in place aimed at promoting investment in more high risk projects and early stage technologies are provided at paragraphs 31 – 36 of our November 2015 policy statement on the future of GIB which can be found on the GIB pages of the GOV.UK website.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the implications for the effectiveness of the ring-fence between retail and investment banking of the Prudential Regulation Authority’s proposal to allow ring-fenced bodies to pay dividends to other entities in the parent group.

    The Prudential Regulation Authority’s (PRA) proposed rules allowing ring-fenced bodies to pay dividends to other entities in the parent group are entirely consistent with the ring-fencing legislation and the Independent Commission on Banking’s recommendations. The PRA has the power to prevent these payments if they deem that they would negatively impact on the viability of the ring-fenced bank.

    To ask Her Majesty’s Government what assessment they have made of the Health Foundation report A Perfect Storm: an impossible climate for NHS Providers’ Finances? which reports a shortfall in NHS funding of £2.8 billion in 2015–16 and predicts a widening gap between demand and funding levels despite proposed efficiency savings.

    The Government has listened and responded to what the NHS has said about the profile of investment it needs to deliver the Five Year Forward View, and that is why we are investing an additional £10 billion that the NHS has said it needs to implement its own plan for the future – with £6 billion frontloaded over 2015-16 and 2016-17.

    For next year (2016-17) we have created the Sustainability and Transformation Fund that will give the NHS the resources it needs to transform and create sustainable services for years to come.

    Delivering the Five Year Forward View, including proposed efficiencies, will put the NHS on a financially sustainable footing by enabling the NHS to live within its means, eliminating organisational deficits and ensuring a balanced NHS budget in each year. We are putting the right measures in place to help spend taxpayer’s money more efficiently, and reduce variation and waste.
