    To ask the Secretary of State for Health, what assessment he has had made of the effect of the introduction of the HPV vaccination on reducing the incidence of head and neck cancer among men who have sex with men.

    In November 2015 the Joint Committee for Vaccination and Immunisation advised that a human papillomavirus (HPV) vaccination programme should be introduced for men who have sex with men (MSM) attending genito-urinary medicine clinics. In preparing this advice, the Committee took into account mathematical models that considered the likely effect of the vaccination programme on anal, penile and oropharyngeal (including tonsillar) cancers. The models suggested that introduction of HPV vaccination for MSM is likely to decrease the incidence of oropharyngeal cancers in the long term.

Tech levels and certificates in schools, Traineeships, Apprenticeships, National Colleges, Institutes of Technology and proposed technical education reforms set out in the Skills Plan, present real opportunities for people of all ages to acquire the high quality skills and vocational or technical education that employers demand. Opportunity Areas will be at the forefront of my Department’s drive to increase opportunities for young people to develop the skills they need to succeed.

    To ask the Secretary of State for International Development, what steps the UK is taking to assist in the repair of hospitals damaged by air strikes in Yemen.

    The UK is the 4th largest donor to the crisis in Yemen and has more than doubled its humanitarian support over the last year to £85 million for 2015/16. We have so far helped more than 1.3 million Yemenis with medical supplies, food, water, and emergency shelter.

    The repair and rebuilding of infrastructure in Yemen will be a key part of any comprehensive recovery and reconstruction plan. We are already working with the Government of Yemen and the international community to promote thinking and planning for Yemen’s recovery. In the meantime, we are helping to meet emergency health care needs for the most vulnerable. Working through UNICEF, we provide health and nutrition services through hospitals and mobile clinics. The UK was also the largest donor to the United Nations Office for the Coordination of Humanitarian Affairs Yemen Humanitarian Pooled Fund in 2015, with UK support providing over 40,000 people with emergency healthcare.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to meet the EU’s nitrogen dioxide emissions target.

    The UK currently meets the EU legal requirements for almost all pollutants, but we know there is still more to do and that the UK faces significant challenges in meeting EU requirements for nitrogen dioxide.

    The national air quality plan, published in December last year, sets out a comprehensive approach for meeting the air quality challenges by implementing a new programme of Clean Air Zones. The plan combines targeted local and national measures, forming part of a wider approach that exploits new and clean technologies, such as electric and ultra-low emission vehicles.

    The Government has committed over £2 billion since 2011 to increase the uptake of ultra-low emission vehicles, support green transport initiatives and support local authorities to take action.

    The Government has published the Terms of Reference for the Independent Review of Bulk Powers, which set out the composition of the review team. It was for David Anderson, as the independent reviewer to select the team best equipped to carry out the review and to critically appraise the need for bulk capabilities. David Anderson also published a summary for each member of the team setting out their experience and the diverse qualities which they will bring to the review.
