    To ask Her Majesty’s Government what action they have taken to ensure that (1) employers, and (2) employees earning under £11,000 a year, understand the consequences of using a net pay arrangement on entitlement to tax relief.

    The Pensions Regulator provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax.

    The Government’s latest analysis of the eligibility of workers for automatic enrolment was published on 13 October 2016 in ‘Workplace Pensions: Update of analysis on Automatic Enrolment’. Information on age and earnings breakdowns for all workers can be found in table 3a on page 6, and is available in the report titled: Workplace pensions: Update of Analysis on Automatic Enrolment 2016, which is available on the gov.uk website.

    The Government does not collect data on the number of workers earning less than the personal allowance who are also members of pension schemes that operate a net pay system. The Government does not hold employee level data on employees enrolled in net pay pension schemes, as such schemes are not obliged to report pension contributions to HM Revenue and Customs. The Government does not therefore hold information on the value of tax reliefs paid out to employees in net pay schemes.

    To ask the Secretary of State for Health, what steps he is taking to ensure that injured military veterans do not have to pay social care costs out of their military compensation; and if he will make a statement.

    Armed forces veterans injured in service receive payments either through the War Disablement Pension (WDP) or the Armed Forces Compensation Scheme (AFCS). The AFCS applies to veterans injured from 6 April 2005. These payments are divided into a personal injury compensation element and other payments. Traditionally, only the personal injury compensation payment has been fully disregarded.

    Since October 2012 Guaranteed Income Payments made to veterans under the AFCS have been disregarded. The Department has been in discussion with the Royal British Legion about how WDP payments are treated. Currently the first £10 per week of WDP payments is disregarded. The Government is considering how WDP payments to veterans should be treated in the financial assessment for social care charging in future.

    Numbers of dogs destroyed as a result of being a dog of a specified type (section 1 of the Dangerous Dogs Act 1991) are not held centrally. Such records would be held by each police force.

    To ask Her Majesty’s Government what is the total number of visitor visa applications received from (1) India, and (2) Pakistan, in the last six months; and what was the success rate in each case.

    For July to December 2015, there were 155,928 and 40,985 Entry clearance visitor visa applications from Indian and Pakistani nationals. Of the cases resolved (granted, refused, withdrawn or lapsed) in the same period, the proportion granted was 86% and 47% respectively. The information is provided in the table.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether the Government has (a) drafted a motion for or (b) discussed a draft of a motion with other members of the UN Security Council since 20 April 2016 that would refer the perpetrators of suspected (i) genocide and (ii) war crimes in Syria or Iraq to the International Criminal Court.

    In August 2014, the UK sponsored UN Security Council resolution 2170 which reaffirmed the call for those who have committed or are responsible for violations of international humanitarian law in Iraq and Syria to be held accountable. UN Security Council resolution 2249, passed in November 2015, again confirmed the importance of holding the Islamic State in the Levant (also known as Da’esh) to account. These resolutions follow an attempt in May 2014 to have the Security Council refer the situation in Syria to the ICC which was vetoed by Russia and China. We continue to discuss with partners on the UN Security Council further ways to ensure that the perpetrators of crimes committed in Syria and Iraq are held to account and face justice.

    We need a UK approach and clear objectives for negotiations. It’s in everyone’s interests that we establish that before we trigger Article 50. The process for leaving the EU and determining our future relationship will clearly not be brief or straightforward, so we need to take time to think through our objectives and approach. We want to get the best deal for Britain, not the quickest one.

    Many of our High Commissioners and some Ambassadors regularly meet with their counterparts from Commonwealth countries to discuss matters of shared interest and where they can work together to support Commonwealth values. Commonwealth Week in March is a particular focus for these meetings and Commonwealth activities. During the FCO’s Annual Leadership Week, the Minister for the Commonwealth convenes meetings for all our Commonwealth Heads of Mission to discuss Commonwealth affairs and how we can work together with other Member States to advance common priorities and tackle shared challenges.
