Lord Freyberg – 2016 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government when they expect lenvatinib to be available on the NHS for patients with radioiodine refractory differentiated thyroid cancer.

Ministers asked the National Institute for Health and Care Excellence (NICE) to develop technology appraisal guidance on the use of lenvatinb for the treatment of thyroid cancer on 22 July 2016. NICE plans to develop guidance on lenvatinib and sorafenib through the same technology appraisal and currently expects to publish draft guidance in October 2017.

In the absence of NICE guidance, it is for commissioners to make funding decisions based on the available evidence and on the patient’s individual clinical circumstances.

Jim Cunningham – 2016 Parliamentary Question to the Ministry of Defence

To ask the Secretary of State for Defence, what assessment he has made of the regularity of incursions into UK airspace by foreign jets; and if he will make a statement.

The airspace around and approaching the UK is permanently monitored on a 24 hour basis. There have been no unauthorised incursions by any foreign military aircraft into sovereign air space around the UK, which projects 12 miles off shore or to mutually agreed mid-points between adjacent nations over narrow straits such as the Straits of Dover. The UK civil air traffic region and the NATO Air Policing Area, which the UK has responsibility for monitoring, include large areas of international airspace through which foreign military traffic may legally transit.

To ask the Secretary of State for Health, what estimate his Department has made of the amount it will spend on (a) television, (b) print, (c) online and (d) billing advertising in the next 12 months.

The Department does not hold an advertising budget.

As such there is no expected spend on advertising over the next 12 months other than that for the advertisement of public appointments.

Greg Mulholland – 2016 Parliamentary Question to the Department for Culture, Media and Sport

To ask the Secretary of State for Culture, Media and Sport, how much per capita Arts Council England is spending in each region in 2015-16.

In May, Arts Council England (ACE) announced they will increase the percentage of Lottery funding distributed outside London from 70% to 75% by the end of 2018; and invest over £35 million in the Ambition for Excellence fund – over £31 million of which will be spent outside London. There continues to be a shift in spending on National Portfolio funding away from London. In London, £26.02 is spent per head in 2015/16 – compared with £29.74 in 2009/10, when the Hon Member’s constituents in Yorkshire received £8.00 per head, compared with £10.93 this year.

Ian Mearns – 2016 Parliamentary Question to the Department for Business, Innovation and Skills

To ask the Secretary of State for Business, Innovation and Skills, what recent discussions he has had with his ministerial colleagues on convening a cross-government and stakeholder working party on the application of the national minimum wage for seafarers; and when he expects that working party to meet.

The application of the National Minimum Wage (NMW) for seafarers continues to be considered by the cross-Government working group which is reviewing the implementation of the Equality Act 2010 (Work on Ships and Hovercraft) Regulations 2011.

The Government is working with key stakeholders through this working group to agree and finalise revised guidance on the NMW for seafarers which will be published shortly.

Lord Tebbit – 2016 Parliamentary Question to the Ministry of Justice

To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 3 May (HL7756), in what manner they ensure that cyclists pay fines imposed by fixed penalty notices.

When a fixed penalty notice is issued offenders have 28 days in which to pay the amount ordered. No enforcement action is taken during this period but if the offender fails to pay within this time the fixed penalty notice is increased by 50% and registered as a court fine. HM Courts and Tribunals Service can then take the same enforcement steps as for any court ordered fine.

Lord Pendry – 2016 Parliamentary Question to the Department of Health

To ask Her Majesty’s Government, further to their plan to reduce England’s rate of childhood obesity, in what practical ways they intend to increase physical activity amongst children to reduce obesity.

The Government’s Childhood Obesity: A Plan for Action published on 18 August 2016 sets out the actions we are taking to support children and young people to meet the United Kingdom Chief Medical Officer’s daily recommended levels of at least 60 minutes of moderate to vigorous physical activity. A copy of the plan is attached. This includes doubling the Primary PE and Sport Premium from September 2017, a new interactive online tool to help schools identify gaps in existing provision and recommend ways of increasing opportunities for children to be active, and access to high quality sports and physical activity programmes for all primary schools in England. This year we are investing another £1 million in the Change4Life Sports Clubs programme which targets the less active children.

In addition, we will develop a new, voluntary healthy rating scheme available to all primary schools. It will recognise and encourage schools’ contribution to preventing obesity by helping children to eat better and move more.

We will also be providing more guidance for schools about how they can work with the school nurses, health centres, healthy weight teams in local authorities and other resources, to help children develop a healthier lifestyle.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what support officials of his Department are providing for the Commonwealth Trade Ministers’ meeting in London in 2017.

The UK will co-host this meeting with Malta in London next March. Officials are working closely with colleagues in the Department for International Trade and the Commonwealth Enterprise and Investment Council on the practical arrangements and how the meeting can be used to increase cooperation, break down trade barriers and improve trading environments.
