    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of recent reports of Iran testing a new long-range ballistic missile.

    Reports that Iran carried out ballistic missile tests earlier this month are of great concern. These tests are inconsistent with UN Security Council Resolution 2231, and the UK is raising these concerns in writing with the UN Security Council. The UK continues to urge Iran to refrain from further tests.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 14 April 2016 to Question 33257, what the Government’s policy is on (a) granting residency to and (b) possible prosecution of people who arrive in the UK as either refugees or asylum seekers who are married to a child under 16 when such marriages were undertaken legally outside the UK and were not performed under duress.

    People of any age who are able to establish a protection need will normally be granted asylum or humanitarian protection in the UK irrespective of whether they are married to a child under 16 where the marriage was undertaken legally outside the UK and not under duress.

    A person under 18 who seeks asylum as the spouse or civil partner of another asylum seeker will not be allowed to do so and must apply for asylum in their own right as a minor. Any minor seeking asylum or refugee granted leave on this basis who is known to be in a relationship akin to marriage will be referred to the local authority social services at the earliest opportunity, irrespective of the legality of the marriage or whether the marriage is believed to have taken place under duress.

    Post-16 education in Calderdale was considered within the West Yorkshire Area Review, the final steering group meeting was held on 17 June 2016. The review will deliver a further education system that meets the economic and educational needs of areas whilst also ensuring the long term sustainability of colleges to support productivity.

    Calderdale Council were represented on the West Yorkshire area review steering group and played a full part in discussions and the agreement of recommendations of the review.

    We will publish the report of the West Yorkshire area review, including the agreed recommendations, shortly.

    The Department has engaged in an active discussion with a number of stakeholders on MG ABLA throughout the Charter Review Process.

    There is a new commitment for the BBC in the Framework agreement to continue their partnership with MG Alba for the next 11 years – something that has been enshrined in the Agreement for the first time. In addition, the BBC can be held to account for delivering on this commitment to the Scottish Parliament.

    To ask the Secretary of State for Defence, what risk assessment his Department made of making the Defence Infrastructure Organisation government-owned contractor-operated.

    The Defence Infrastructure Organisation (DIO) has been led by a Strategic Business Partner (SBP) since September 2014. The SBP contract allowed for the Ministry of Defence (MOD) to instruct the incorporation of DIO as a Government-owned company (GovCo), subject to a value for money review.

    I announced the conclusions of the review in my written statement of 10 December 2015 (Official Report, columns 55-56WS). The GovCo model would have been led by the SBP but 100% owned by the Secretary of State for Defence. A GovCo is distinct from a Government-owned contractor-operated organisation (GOCO) which has a different legal construct. The MOD has never proposed for the DIO to become a GOCO.

    To ask the Secretary of State for Health, what data his Department collects on premature mortality in people on the autism spectrum.

    The National Health Service is taking action to increase the health checks and cancer screening programmes for people with learning disabilities, including those who also have autism. In 2015, NHS England commissioned the world’s first Learning Disability Mortality Review Programme to support local areas to review deaths of people with learning disabilities and to use the information to improve service provision so that physical and mental health problems can be identified and addressed. This programme is currently being piloted and will be rolled out more widely in due course.

    We would expect that the work of the mortality review as a whole is likely to generate new information on the causes of premature mortality in all people with learning disabilities including many who will also have had autism spectrum disorder.

    To ask the Secretary of State for Justice, what assessment he has made of the potential benefits of proposals to deny parole or release to people incarcerated for charges of murder for as long as they refuse to disclose the whereabouts of their victim’s remains.

    I sympathise with the anguish caused to the families of victims where the offender wilfully refuses to disclose the whereabouts of their loved one. Such behaviour is already taken into account by the court when sentencing the offender, and by the independent Parole Board when assessing an offender’s continuing risk for the purposes of deciding whether he or she is eligible for possible release. The Parole Board has at my request, however, agreed to review its guidance on this particular issue as part of a review of all its guidance in 2016.
