    To ask Her Majesty’s Government whether they plan to make representations to the governments of other European countries that all European states should act to mobilise goodwill and to help families, voluntary organisations and local groups to welcome and take responsibility for refugees reaching Europe.

    The UK is in regular contact with European partners regarding the migrant situation. The care and reception of people arriving in Europe needing international protection rests with the countries to which they arrive but the UK calls upon all European states to ensure all international obligations are met and asylum seekers and refugees are treated humanely. We continue to work together towards a sustainable and comprehensive response to the migrant situation.

    Foreign and Commonwealth Office officials transferred the letter from the hon. Member for Leeds Central to UK Visas and Immigration (UKVI), part of the Home Office, on 18 September 2015. UKVI responded to the letter on 1 October 2015. All government departments endeavour to provide comprehensive responses to all correspondence from Members of this House. However, I understand that on this occasion the response did not satisfactorily address all of the issues raised in your letter. Officials at the Home Office have assured me that they will be providing a further reply to your letter, addressing these points, by the end of this week.

    To ask the Secretary of State for Health, what the largest financial contracts between the NHS and private companies were in each of the last five years; and if he will make a statement.

    The Department does not hold this information, as it is not collated centrally. It is for individual clinical commissioning groups (CCGs) to take decisions on which providers, including those from the private sector, are awarded contracts for the provision of NHS services for their respective regions.

    For information on individual contracts held by individual National Health Service bodies, such as NHS trusts and NHS foundation trusts, the Hon. Member may wish to contact any relevant NHS authority directly. Independent providers, both for-profit and not-for-profit have long, and through successive governments, provided care to NHS patients. Our position on who should provide services is taken to ensure patients receive the best possible services and outcomes. These decisions are taken by the local clinicians, who are best placed to act for the benefit of their patients.

    NHS Digital provides information on the number of nursing, midwifery and health visiting staff employed in the National Health Service in England.

    The following table shows the number of full time equivalent health visitors directly employed in NHS organisations in Liverpool and England between May 2010 and May 2016.

    The table does not include data for health visitors employed by organisations such as local authorities that do not use the Electronic Staff Record but do provide NHS-funded services.

    To ask the Secretary of State for Health, if he will make it his policy to include in the Government’s mandate to NHS England for 2017-18 an explicit requirement to reduce premature mortality among people with autism.

    NHS England is due to publish data from the Clinical Commissioning Group Improvement and Assessment Framework. These data, include indicators on mental health and learning disabilities that relate to the objectives set out in the mandate to NHS England. My Rt. hon. Friend the Secretary of State for Health will publish his Annual Assessment of NHS England, including progress against the mandate objectives, at the end of this financial year. The 2017-18 mandate to NHS England, including agreed future objectives for NHS England, will be published in due course.

    The ‘Think Autism’ Adult Autism Strategy for England set out a clear, cross-Government programme of action, developed with people with autism to improve lives, reduce premature mortality and reduce the health gap for people with autism. This would be achieved through better access to healthcare for people with autism and by making improvements to services. In January 2016, a cross-Government Report on progress on implementation of the Think Autism Strategy was published which set out new recommendations for going forward.

    The Department is represented on the Study Steering Committee for the SHAPE (Supporting adults with High-functioning Autism and Asperger syndrome) project. This is a national study led by the Social Policy Research Unit at the University of York. Stage 1 of the project aims to describe and map provision of autism services in England which fulfil the National Institute for Health and Care Excellence’s description of a Specialist Autism Team. A report will be published shortly including information about the service models and care pathways which different localities have implemented.

    The British Government consistently and unreservedly condemns torture and cruel, inhuman or degrading treatment or punishment, and it is a priority for us to combat it wherever and whenever it occurs. The Government of Bahrain has previously committed to consider ratifying the Optional Protocol of the Convention Against Torture. The UK strongly supports this and we have been working with the authorities to share best practice on torture prevention measures. We also continue to call upon the Government of Bahrain to agree a visit of the UN Special Rapporteur on Torture.

    To ask the Secretary of State for Transport, when his Department plans to publish the listed dates for flights to Sharm el Sheikh airport on which his Department advised against all travel to the region.

    The advice against all but essential travel by air to or from Sharm el-Sheikh was issued by the Foreign and Commonwealth Office on 4 November 2015, and flights by UK carriers were suspended on the same day. Repatriation flights took place between 6–17 November 2015, supported by additional security measures.

    The Government is working closely with the Egyptian authorities with a view to a resumption of flights as soon as possible, whereupon scheduling of such flights would be a matter for the airlines concerned.
