    The appalling violence that Daesh inflicts is a contributory factor to migration both within and from the Middle East. There are 13.5 million vulnerable and displaced people inside Syria, and over 4.8 million Syrian refugees in neighbouring counties. That is why the UK has pledged over £2.3 billion to Syria and the region, the largest ever UK response to a humanitarian crisis.

    The Forward Repair Ship, RFA DILIGENCE, is one part of a system providing support facilities to deployed ships and submarines. This support is regularly supplemented by commercial arrangements and international agreements and, when bespoke afloat capabilities are required, these are contracted on the open commercial market.

    We continue to consider all our capability requirements depending on the operational task.

    To ask the Secretary of State for Transport, what progress has been made on the electrification works on the Manchester to Stalybridge railway line.

    The electrification works on the railway line between Manchester and Stalybridge (Phase 5 of the North West Electrification Programme), due by December 2017 will see the installation of infrastructure and improvements to facilitate overhead electrification of the railway line, delivering journey time benefits for passengers in the north of England.

    Good progress has been made on the design and planning aspects of the project. Canopy works at Stalybridge station have been completed to achieve high level clearance required for electrification, and track interventions have taken place on Phase 5 infrastructure, including track lowering and renewals to enable electrification. Detailed Design is progressing well and is at an advanced stage of development.

    This is an extremely complex engineering project ensuring electrification is delivered alongside capacity and journey time improvements. Network Rail continue to work with their contractors to develop a delivery programme to maximise passenger benefits and minimise disruption to a busy passenger and freight rail corridor.

    The Environment Agency Floodline Service has established a 24 hour, 7 day a week helpline, as a single point of contact on flooding. The Floodline number is 0345 988 1188.

    In a case of risk to life, however the public should continue to call 999. Floodline has also provided an extended service, providing information on flooding on a 24 hour basis on behalf of local councils.

    NHS England has been supporting Operational Delivery Networks (ODNs) to identify the clinical commissioning groups (CCGs) that are relevant to their geography.

    In many cases boundaries are co-terminous and this will assist in communications. Where this is not the case, this will mean that CCGs, ODNs, and NHS England commissioning hubs will work across a wider footprint to collaborate on relevant matters.

    The Home Office does not employ Immigration Officers to assess asylum claims. Staff employed to make asylum decisions are either Executive Officers or Higher Executive Officers with a minimum educational requirement of 2 GCE A Level passes A-C and 5 GCSE passes including Mathematics and English.

    The Department has made no assessment of the effects on the incidence of hearing loss of mobile phones and other similar devices which do not have a volume control.

    The Department’s Policy Research Programme is funding COSMOS (Cohort Study of Mobile Phone Use and Health) which is conducted by Imperial College London and expected to end in 2019. This study will investigate possible health effects from long term use of mobile phones and other wireless technologies, on a United Kingdom cohort of 105,000 adults. One of the health outcomes investigated will be tinnitus (ringing in the ears). Hearing loss is one of the factors that may be involved in the development of tinnitus and this study will monitor the incidence of tinnitus in mobile phone users.

    At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s position, as set out by my right hon. Friend the Prime Minister to the House on 22 February, is that the UK will be stronger, safer and better off remaining in a reformed EU.
