    To ask Her Majesty’s Government what are the re-offending rates of prisoners who have completed (1) GCSEs, and (2) A-levels, while in prison.

    Re-offending rates are not currently available broken down by different levels of education attainment.

    We want to improve education so prisoners are less likely to commit crime on release. That is why we are investing in a modern prison estate, where governors are empowered to run prisons in the way they think best, and prisoners are given a chance to work or learn. It is only through more effective rehabilitation that we will reduce reoffending, cut crime and improve public safety.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the implications for freedom of speech in universities of recent reports of violent protests at an Israeli Society event at King’s College London.

    The Government strongly opposes any kind of violence or intimidation that curtails free speech in universities and leads to the closure of peaceful meetings.

    King’s College London has undertaken its own review of the protests at the Israeli Society event on 19th January and concluded that a number of individuals “intentionally disrupted the rights of others to exercise freedom of speech within the law”.

    Whilst the violent protests were deplorable, KCL has acted to reiterate its commitment to free speech and take disciplinary measures against individuals concerned.

    The Prevent duty introduced in September 2015 requires institutions to have robust policies and procedures in place to manage events such as this in order to protect students and staff and safeguard freedom of speech. As the designated monitoring body, the Higher Education Funding Council for England (HEFCE) will be making an assessment of compliance with the requirements of the duty.

    To ask the Secretary of State for Defence, pursuant to the Answer of 19 February 2016 to Question 25356, whether the Traffic Collision Avoidance System fitted to 43 Tornado GR4 aircraft is the Honeywell TCAS II system.

    The Traffic Collision Avoidance System (TCAS) in use on Tornado GR4 is the Honeywell TCAS II system. We continue to make progess on fitting TCAS to Tornado and 48 aircraft are now fitted with the system. The project is planned to be completed by the end of 2016.

    To ask the Secretary of State for Health, what steps his Department is taking to tackle premature mortality among people on the autism spectrum who do not have co-occurring learning disability.

    The Department does not collect information on how many of its staff have received autism awareness training. However following the success of its own pilot sessions, the Department will be offering further autism awareness sessions to staff over the summer.

    Through the Cross Government Autism Strategy, most recently updated as Think Autism, we have worked alongside people with autism, their families and carers to improve their lives and mortality through better access to healthcare by making adjustments for their conditions. This includes supporting the Royal College of General Practitioners (RCGPs) Autism Initiative to improve understanding of autism amongst GPs.

    Information on how many people with autism were admitted to hospital as an emergency in 2015 is not collected by the Department.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what his policy is on the establishment of an independent international investigation into reported violations of international humanitarian law in the conflict in Yemen.

    We want to see the Saudi Government investigate allegations of breaches of international humanitarian law (IHL) which are attributed to them; and for their investigations to be timely, thorough and conclusive. Saudi Arabia has publicly stated that it is investigating reports of alleged violations of IHL, and that any lessons learned will be acted upon. We are also concerned by reports of alleged IHL violations by Houthi/Saleh pro-government forces. We have raised our concerns with the Houthis on the importance of compliance with IHL and the need for thorough and conclusive investigations.

    To ask the Secretary of State for Transport, how much private funding (a) Heathrow Airport and (b) Gatwick Airport declared to the Government would be invested as part of its expansion plans.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Airports Commission considered that all three of the shortlisted schemes were commercially viable and privately financeable.

    The Government is carefully considering all the evidence set out, including that on costs and financing, before making a decision on additional runway capacity.

    To ask the Prime Minister, if he will amend the Memorandum of Understanding of 25 November 2014 under section 2(2) of the Justice and Security Act 2013 to enable the Intelligence and Security Committee to review documents related to the military action against Reyaad Khan in Syria.

    I discussed the scope of the Intelligence and Security Committee’s (ISC) Inquiry with the Chairman, my Right Honourable Friend the Member for Beaconsfield (Mr Grieve) and we have reached agreement on the disclosure of material to the ISC that will enable them to conduct a robust review of the threat posed by Reyaad Khan. The ISC have received contemporaneous intelligence assessments of Khan and will take further evidence in the coming weeks.

    The Chairman of the ISC has written to the Chair of the Joint Committee on Human Rights, the right hon. Member for Camberwell and Peckham (Ms Harman), to set out the Committee’s views and this has been published on the ISC’s website. I understand that the letter makes it clear that the ISC’s remit is intelligence not military action.
