    The Government submitted an initial UK application to the EU Solidarity Fund on Friday 26 February. The Department for Communities and Local Government is in regular discussions with the devolved administrations, local authorities and other government departments including the Department for Environment, Food and Rural Affairs, as we work to refine our cost estimates and figures.

    To ask the Secretary of State for International Development, what the implications for her policies are of the report from the Committee on Development of the European Parliament on the New Alliance for Food Security and Nutrition (NAFSN), published on 3 May 2016, on the Government’s support for the NAFSN.

    The New Alliance for Food Security and Nutrition is a multi-stakeholder platform that aims to accelerate responsible investment in African agriculture. At the continental level, it is led by the African Union Commission. We support their aims through our policy engagement and programme work.

    The report makes some useful recommendations which we are considering and will discuss with the wider AU-led initiative. Many of the report’s recommendations have already been the focus of DFID policy and programme work.

    To ask the Secretary of State for Transport, what discussions he has had with insurance companies on dealing with accidents caused by driverless cars.

    My officials in the Department for Transport, and the cross-Whitehall Centre for Connected and Autonomous Vehicles, are meeting regularly with leading insurance companies and industry organisations, such as the Motor Insurers’ Bureau and the Association of British Insurers. These discussions include considering how the ongoing introduction of connectivity and automated technologies in vehicles will change the way that motor insurance works in the short, medium and long term, and how the industry will need to adapt when dealing with accidents. We have subsequently consulted on insurance proposals for automated vehicles, as announced in the Queen’s Speech earlier this year and will publish our summary of responses shortly.

    To ask Her Majesty’s Government what assessment they have made of whether proposed changes to who can object to school admissions arrangements will have a disproportionate impact on parents from low income backgrounds.

    Our proposed changes are intended to ensure that the Adjudicator is able to focus on the concerns parents may have about the fairness of the admission arrangements of their local school. We do not want parents’ objections to be held up by the need to also consider objections referred by interest groups from outside the area.

    It will remain open for local authorities to object to the Adjudicator about schools’ admission arrangements as the champion of local parents. Preventing interest groups from submitting objections will not have a detrimental impact on lower income families.

    We will conduct a full public consultation in due course and will give careful consideration to all the views expressed in that consultation.

    To ask the Secretary of State for Health, what guidance his Department provides to NHS England and clinical commissioning groups on the account they should take of future residential developments with regard to GP service provision.

    Commissioning of general practitioner (GP) services is a responsibility of NHS England and clinical commissioning groups (CCGs) with delegated authority. Currently around half of CCGs have delegated authority. As part of these arrangements, NHS England and CCGs are responsible for planning GP services to ensure they are appropriate for the local population. This should take into account a number of factors, including information about known future residential developments and implications for requirements for healthcare provision, including GP services. Based on this information, the commissioners should engage with the local planning authority to enable decisions to be made on the appropriate funding arrangements for the required health infrastructure resulting from the new development.

    To ask the Secretary of State for Transport, if he will place in the Library a copy of the training syllabus, training manuals and associated materials on training for Highways England traffic officers for moving vehicles from live lanes to emergency refuge areas.

    The training of carriageway clearance for new Traffic Officers is within a 5 week training programme and supported by an additional 6 week coaching period. For existing experienced Traffic Officers a 1 day practical course in Enhanced Carriageway Clearance is mandated.

    The courses are delivered by experienced Traffic Officers and are regularly reviewed. A significant proportion of the learning experience is practical and scenario based. Because of the nature of the training, it would not be appropriate to place any written material, out of context, in the Library. However, Highways England have offered Honourable Members of the Transport Select Committee a visit to one of their Regional Control Centres to observe their Traffic Officers in action.
