    To ask Her Majesty’s Government, further to the Written Answer by Lord Dunlop on 24 February (HL5812) concerning the Belfast Agreement 1998, why they did not answer the question and whether equality between those islands” includes parity of esteem for all on those islands.”

    I have previously responded to the Noble Lord’s question by explaining that paragraph three of the Declaration of Support in the Belfast Agreement commits the participants involved in the multi-party negotiations that led to the Agreement ‘to partnership, equality and mutual respect as the basis of relationships within Northern Ireland, between North and South, and between these islands’. I also explained that the United Kingdom Government is committed to affording due respect and parity of esteem to all the people in Northern Ireland as underpinned by the Agreement and in accordance with the obligations on the Government to promote equality and prevent discrimination across the United Kingdom. I have nothing to add to this.

    To ask the Secretary of State for Health, what steps he is taking to implement recommendation 8 in the executive summary of Public Health England’s March 2015 report entitled, Public mental health leadership and workforce development framework, on working with relevant colleges, faculties and boards overseeing professional training to include mental health within public health curricula.

    Public Health England (PHE) has worked with the Faculty of Public Health (FPH), Royal Society for Public Health and Royal College of Psychiatrists in developing and implementing the public mental health leadership and workforce development framework. More recently the Royal College of Nursing, Chartered Institute for Environmental Health (CIEH), Association of Directors of Public Health (ADPH) and Institute for Health Visitors have endorsed the framework and signed up to its Call to Action. Mental health has been made a presidential priority for the FPH, CIEH and ADPH. PHE has provided information and guidance to inform the recent FPH curricula review, the Public Health Skills and Knowledge Framework review and the new Mental Health Skills and Knowledge Framework. PHE has also presented the framework to the United Kingdom People in Public Health Board, Skills for Care Mental Health Board, Health Education England Mental Health Advisory Board and the forthcoming Health Education England Public Health Advisory Board.

    Previously, spend on public mental health has been a sub-category of the miscellaneous reporting category and most councils would have captured this spend locally. From 2016-17, mental health spend from the public health grant has its own dedicated reporting category and the information will be available nationally.

    The information you have requested is not available.

    The decision as to whether a paper-based review is appropriate is made by the Healthcare Professional. Their decision on whether to do so is based on evidence provided by the claimant to support their claim including all medical evidence from the claimant’s GP, hospital doctor or other appropriate clinicians.

    The Government does not provide legal advice to UK investors involved in investor-state disputes. Ministers or officials may raise them with the relevant authorities, but the decision on whether or not do so is made on a case by case basis.

    Her Majesty’s Government posts overseas offer investment and political information to UK businesses; provide assistance where necessary to resolve problems such as customs or port clearance or those arising from any local practices that are potentially discriminatory against British business; and information to ensure compliance with local laws and regulations.

    The UK has an inflation target, not an exchange rate target, and the Government does not express a view on the level of the exchange rate. Manufacturing output has grown 6% since 2010, and has seen significant growth in key areas such as car production and aerospace.

    As the hon Member knows from our discussions on this issue, Scotland Office Ministers have taken a close interest in this matter, including meeting with BIS Ministers to discuss the impact of Tata Steel closures in Scotland. While Scotland Office Ministers have not attended the Taskforce, the Scotland Office has been represented by officials at all of the Scottish Steel Taskforce meetings to date.

    In addition, we have worked with BIS colleagues to ensure that Scottish Government officials have been able to fully participate in the three UK working groups, and Scottish Government have been invited to be part of the newly formed Steel Council.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of how much of his Department’s staff expenditure was specifically related to the Transatlantic Trade and Investment Partnership agreement in each of the last three years; and if he will make a statement.

    Prior to 1 April 2014 the Transatlantic Trade and Investment Partnership was handled alongside a number of other trade negotiations. On 1 April 2014 my Department established a Unit whose primary purpose is to assist with the negotiation of the Transatlantic Trade and Investment Partnership but which also handles certain other international matters. In April 2014 this Unit comprised 8 staff primarily working on TTIP and 4 working on other international matters. It currently comprises 10 staff working primarily of TTIP and 6 working on other international matters. Staff expenditure for this Unit in 14/15 was £793313, and in 15/16 is projected to be £916007. Total expenditure for this Unit in 14/15 was £886813 and in 15/16 is projected to be £926774.

    To ask the Secretary of State for Transport, how many emergency landings there have been at Heathrow Airport in the last five years.

    The Department does not collect data on how many emergency landings there have been at Heathrow Airport. However if serious enough, such incidents would be counted amongst data for safety related events. These are defined as an event which endanger or which, if not corrected or addressed, could endanger an aircraft, its occupants or any other person. They have to be reported to the Civil Aviation Authority as part of the Mandatory Occurrence Reporting Scheme (MORS).

    Occurrence reporting is now covered by (EU) Regulation No 376/2014. The Regulation requires that the reporting, analysis and follow-up to such occurrences remain confidential. However, the Regulation does permit information to be released on request to interested parties that have a genuine safety related need for the information. An application can be made at www.caa.co.uk.
