    To ask Her Majesty’s Government what assessment they have made of whether the intention of NHS Improvement to commission management consultancies to work with turnaround trusts is consistent with their aim to limit the use of such consultancies by NHS organisations.

    The guidance for use of management consultancies is set out as part of the spending approvals process. Monitor has published the following guidance for foundation trusts “Consultancy spending approval process: Initial guidance to NHS foundation trusts” with the Trust Development Authority (TDA) publishing similar for NHS trusts “Consultancy spending controls: Initial Guidance to NHS Trusts”. Copies of the guidance are attached.

    The guidance is clear that expenditure on management consultancy must demonstrate that the skills and expertise of advisors cannot be delivered through use of existing resources. It is also a requirement that value for money must be demonstrated. This approach is the same for NHS providers, NHS Improvement or any NHS organisation. Therefore we are content NHS Improvement’s approach to managing turnaround programmes is consistent with this requirement.

    NHS Improvement ensures that lessons learned from all financial turnaround programmes are taken into account when considering how to handle any financially challenged providers requiring turnaround actions in the future. This includes the use of the best available, most appropriate consultancies with the right blend of skills and experience required to deliver the turnaround programme.

    We follow the political situation closely in Bahrain, including issues related to the country’s Shia population. We regularly discuss civil and political rights with the highest levels of Government of Bahrain. The Secretary of State for Foreign and Commonwealth Affairs, my Right Honorable Friend the Member for Runnymede and Weybridge (Mr Hammond) did so most recently with his Bahraini counterpart, Sheikh Khalid Bin Ahmad Al Khalifa on 14 June 2016. We encourage the Government of Bahrain to respect the rights of political groups to operate and to seek an inclusive political dialogue.

    To ask Her Majesty’s Government what assessment they have made of the handover time of patients from ambulances to hospital staff at the Royal Blackburn Hospital.

    No such assessments have been made. The provision of accident and emergency (A&E) services at the Royal Blackburn Hospital is a matter for the local National Health Service. The NHS in East Lancashire has established an A&E delivery board to oversee system performance and the effective delivery of urgent and emergency care locally.

    Ministers consult weekly with NHS Improvement and the Care Quality Commission about A&E performance.

    The UK remains committed to its global leadership role in helping to tackle the illegal wildlife trade. During his visit to Vietnam in July 2015, the Prime Minister confirmed that the UK would provide £200,000 to support Vietnam in hosting a third high level international conference on the illegal wildlife trade. The Conference, to be held on 24-25 November 2016, will build on the successful London and Kasane Conferences of 2014 and 2015. Decisions about who will represent the UK at the Vietnam Conference have not yet been made.

    To ask the Chairman of Committees what assessment he has made of the progress made in respect of the roadworks underway in Bridge Street at the northern end of Westminster Bridge, and when he expects those works to be completed.

    The work on Bridge Street, Westminster Bridge and Victoria Embankment is due to be completed by the end of this month; remaining works around Parliament Square should be completed by the end of April as planned. There have been detailed and helpful discussions, and ongoing liaison, between the Administrations of both Houses and Transport for London about the scheduling of the work in order to ensure that the plans for the cycle superhighway disrupt access to Parliament as little as possible. Since the works began, there have been no reports that they have adversely affected or disrupted the business of Parliament. Parliament has shared information about these works on the intranet.
