    Defence Exercises such as Joint Venture 16 require the assistance of Partners Across Government to replicate the interoperability and inputs which a deployed Joint Task Force would face on operations. The following Government Departments and agencies have been invited to participate in Exercise Joint Venture: the Ministry of Defence, the Foreign and Commonwealth Office, the Department for International Development, the Stabilisation Unit, Dstl and various Intelligence Agencies.

    To ask the Secretary of State for Culture, Media and Sport, how many public libraries have received funding from his Department to provide workplace training for their staff since 2010.

    Public libraries are funded and run by local authorities. My Department has through Arts Council England’s Library Development Funding, which supports the development of public libraries in England including workforce training, provided £680,000 in 2012/13; £683,000 in 2013/14; £595,000 in 2014/15; and £744,000 in 2015/16. Workforce development is also one of the priorities of the Leadership for Libraries Taskforce, established in 2015 by my Department and the Local Government Association.

    All escorting services to facilitate enforced returns are provided by the Home Office’s main contractor, Tascor. In 2014, detainee custody officers from the Pilgrims Group, who are sub-contracted by Tascor were used on one occasion on 23rd July to facilitate the enforced return of an individual to Yemen.

    To ask the Secretary of State for Transport, when steps have been taken to enact the provisions within section 165 of the Equality Act 2010.

    Government is committed to building transport networks that work for everyone, including ensuring that disabled people have the same travel choices as other members of society.

    I am committed to commencing Sections 165 and 167 of the Equality Act, making it unlawful for drivers of wheelchair accessible taxis and Private Hire Vehicles to refuse to provide assistance to passengers in wheelchairs or to charge them extra.

    We will shortly be consulting on Regulations regarding the exemption certificates for drivers unable to provide such assistance, and on relevant guidance. We will commence the Sections once the Regulations and guidance are ready for issue.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to the blog item on his Department’s website, entitled FCO – Abolition of the death penalty remains a high priority, published on 4 August 2015, which countries have caused concern by their increased use of the death penalty.

    The long-term trend is for the number of executions carried out and the number of states continuing to execute, to reduce each year. The Government’s hope and expectation is that this trend will continue. It is therefore a matter of concern when states which have refrained from executing for some years revert to use of the death penalty. One such country is Pakistan, which lifted its seven year moratorium on executions in 2014 following the attack on a school in Peshawar. Since then, Pakistan has executed an estimated 340 people. Our comprehensive list of countries of concern can be found in the 2014 Annual Human Rights Report, which includes our concerns with countries such as Saudi Arabia and their use of the death penalty. We continue to oppose its use in all forms, in all countries.

    The Nuclear Decommissioning Authority has a responsibility to UK tax payers to ensure that Sellafield Ltd has maximum opportunity for improved performance: accelerating hazard reduction and delivering value for money. A new model, part of a suite of changes designed to increase efficiency in the business, is being put in place to help achieve that. The Sellafield Change Programme is driven by Sellafield Ltd and is managed by its CEO and Executive. From April this year, Sellafield Ltd will report to the NDA Board on progress.

    To ask the Secretary of State for Education, how many pupil referral units have employed trainees on an employment-based teacher-training basis in each of the last four years.

    Of those Pupil Referral Units that provided information to the School Workforce Census, there were 11 in 2014 and 11 in 2013 that reported having trainees on an employment-based teacher-training basis in service. The employment based training routes covered include the Graduate Teacher Programme, Overseas Trained Teacher Programme, Registered Teacher Programme, School Direct (Salaried) and Teach First Programme. In both years there were 11.3 full-time equivalent trainees employed by the 11 Pupil Referral Units.
