The Department assesses the impact of all proposed measures before laying legislation using standard government methodology. These assessments are set out in Impact Assessments which are scrutinised by the Regulatory Policy Committee before publication alongside the Statutory Instrument. Impact Assessments include a thorough analysis of the costs, benefits and risks associated with policy options.
A number of the tobacco measures contain commitments to further review the impact of the legislation within five years of them coming into force.

To ask the Secretary of State for Health, what progress the Government has made on improving safety in maternity care.

In November, we announced a national ambition to halve the rates of stillbirths, neonatal and maternal deaths and brain injuries occurring during or soon after birth by 2030. Since then progress has included the launch of the ‘Spotlight on Maternity’ initiative and distribution of a £2.24 million capital fund for safety equipment.

Information on enrolments at UK Higher Education Institutions are collected and published by the Higher Education Statistics Agency (HESA). The latest data for the 2014/15 academic year suggests there were about 40 full-person equivalent postgraduate students enrolled in soil science across three UK universities and colleges; these are the University of Aberdeen, University of Nottingham and the University of Reading. Of these, about 15 full-person equivalents were masters students studying at the University of Aberdeen.
Soil science has a Joint Academic Coding System (JACS) code of F770. This is a detailed level code and some universities may occasionally allocate students to more general codes.

To ask the Secretary of State for Communities and Local Government, how much funding per head his Department has given to support children and young adults in social care in (a) St Helens North, (b) Merseyside and (c) the UK in each year since 2010.

We do not provide funding specifically for children and adults in social care. Local authorities were provided with formula grant in the period 2010-11 to 2012-13, and Revenue Support Grant from 2013-14 onwards, both of which are unringfenced and it is a matter for local discretion how this is spent.

NHS England is responsible for ensuring that clinical commissioning groups (CCGs) are fulfilling their statutory role and making decisions in line with published guidance. However, it is the responsibility of individual CCGs to monitor the impact of commissioning decisions in its area.

The requested information is not available centrally. Offences of disclosure of private sexual photographs and films with the intent to cause distress or anxiety have been included in the harassment offence category since April 2015 in the statistics published by the Office for National Statistics. However, it is not possible to separately identify the age of the victims or the exact offence (from within harassment).

Convictions data are the responsibility of the Ministry of Justice. The Ministry of Justice has informed the Home Office that proceedings data for 2015 (including statistics for disclosure of private sexual photographs and films with the intent to cause distress or anxiety) are planned for publication in spring 2016.

The deadline for applications to the Condition Improvement Fund 2016-2017 was 16 December. All applications are now being assessed and moderated against the published criteria to ensure that those with the greatest need receive funding
We expect to announce successful projects by the end of March 2016.

To ask the Secretary of State for Communities and Local Government, with reference to page 2 of Budget 2016, whether the £3.5 billion savings to public spending to be achieved by 2012-20 will affect the four year funding settlement to local councils announced by his Department in December 2015.

While the Government has not yet completed its departmental efficiency review to help identify further savings in 2019-20, we expect the four year allocations confirmed in the final settlement on 10 February 2016 to be the amounts presented to Parliament each year, should councils choose to accept the offer.
We look forward to councils publishing efficiency plans by 14 October 2016 that demonstrate how the greater certainty on offer can bring about opportunities for further savings. However, if councils prefer not to have a four year settlement we cannot guarantee their future levels of funding.
We have been clear that funding allocations in 2019-20 may be subject to the implementation of 100% business rate retention, something councils have asked for over decades and which we are working with the sector to deliver.
