    To ask the Secretary of State for Environment, Food and Rural Affairs, how many stocks for which the UK has quotas were fished (a) at and (b) below maximum sustainable yield on the last date for which figures are available.

    The UK’s provisional assessment is that in 2016, 24 stocks will be fished at or below maximum sustainable yield (MSY). A significant majority of these will be fished (a) at MSY rather than (b) below it; information on the specific stocks will be placed in the House Library.

    To ask the Secretary of State for Energy and Climate Change, when she last met the British Hydropower Association to discuss the calculation of feed-in tariffs for the hydropower industry; and what recent representations she has received on this matter.

    The BHA attended a round table I hosted in September 2015 to discuss the feed-in tariff (FIT) review. My rt. hon. Friend the Secretary of State last met the BHA in her previous role as Energy Minister in March 2015. DECC officials have met the BHA several times during the course of the FIT review consultation and members of the BHA contributed to a number of stakeholder meetings and discussions on the detail of the FIT review proposals during the same period. DECC officials have met the BHA again since publication of the Government response on the FIT review to discuss the methodology for setting feed-in tariffs for hydropower plants. The BHA have since written to the Secretary of State to raise concerns about the outcome of the FIT review for hydropower; we are considering the points raised and will respond shortly.

    The Government’s first quarterly progress report on Syria to the House was provided by the Secretary of State for Foreign and Commonwealth Affairs on 16 December 2015. On 8 February 2016, the Secretary of State for International Development provided a second quarterly progress report to the House.

    The next progress report will be provided by a relevant Minister in due course.

    HM Treasury monitor the impact of developments in the global economy, including those in the Euro Area, on an ongoing basis.

    To date, the European Central Bank have not implemented “Helicopter Money”. The ECB President noted on March 10 that the ECB “hadn’t really studied the concept”.

    To ask Her Majesty’s Government what support they are giving to the government of Ethiopia to encourage the development of a strong private sector able to sustain economic development and employment.

    The UK Government supports the Government of Ethiopia’s vision of becoming an industrialised, resilient country that is less reliant on aid. DFID Ethiopia is investing in an exciting portfolio of programmes to help deliver this, underpinned by rigorous analysis of the key constraints to growth and private sector development.

    DFID is helping to create 45,000 jobs and raise the incomes of 65,000 people through our support to key Ethiopian priority sectors; increasing the availability of financial products to 350,000 people through support to micro-finance institutions and banks; and helping to increase incomes for over 1.4 million households by providing land certificates to farmers.

    We are also supporting the Government of Ethiopia to use its own resources well to encourage growth and private sector development. We will provide technical advice on public investment to help the Government improve the effectiveness of its spending. This will include bringing in more private sector finance over time, for example through Public Private Partnerships– i.e. a contract between a private party and government which can bring additional financing as well as expertise. In addition, our work on tax will help the Government meet its revenue targets, improve the business environment, limit corruption and increase transparency.

    Our fishing industry is of vital important to coastal communities and leaving the EU creates the opportunity to improve the management of UK industry in the future.

    Defra officials will be working with the Department for Exiting the European Union to look at future policies for fisheries. We will continue to work closely with industry and other key stakeholders to develop these new arrangements.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 8 July 2015 to Question 5430, for what reasons those Overseas Territories with financial centres did not set out timetables for implementing central registries or similarly effective systems by November 2015.

    The Government is in discussion with the governments of the Overseas Territories on their plans to improve company transparency. The Territories have agreed to hold beneficial ownership information in central registers, or similarly effective systems, which need to meet the three criteria the UK set out in a letter to Territory leaders in March 2015. These are laid out in the answer my hon. Friend, the Member for South West Hertfordshire (David Gauke MP), gave on 16 October 2015 (PQ10437, PQ10438 and PQ10448).
