    To ask Her Majesty’s Government what assessment they have made of the political and human rights situation in Uganda following the election earlier this year.

    I commend the people of Uganda for turning out in large numbers to cast their vote on 18 February 2016 and for their determination to participate in the electoral process. President Museveni was inaugurated on 12 May 2016. With the new cabinet in place, it is important for the Government of Uganda to refocus its efforts on domestic and regional issues. The British Government has raised concerns with the Government of Uganda about the conduct of the elections and the post-election environment, most recently during Article 8 discussions on 28 June 2016. These include the continuing harassment and intimidation of members of the opposition and journalists by the Uganda Police Force.

    With international partners, we seek to work with the Government of Uganda to ensure human rights are respected in the country and to aid substantive electoral reform. Where human rights disputes are raised these must be addressed through appropriate legal channels.

    To ask Her Majesty’s Government how many applications have been made for legal aid that relate to female genital mutilation.

    Up to 31 March 2016, 50 applications had been made for legal aid that can be identified as relating to female genital mutilation. This includes all applications for civil legal representation in proceedings concerning Female Genital Mutilation Protection Orders. There may be other legally-aided cases involving issues related to female genital mutilation that cannot be identified from the information recorded by the Legal Aid Agency.

    To ask the Secretary of State for Transport, whether the Government plans to carry out (a) a full health impact assessment for each of the airport expansion proposals under review and (b) an assessment of the effect on different sections of society of each such proposal.

    An appraisal of the impacts on people, including health impacts and the impact on different sections of society, for each of the short-listed schemes will be carried out as part of the work on preparing the building blocks for an Airports National Policy Statement. The Airports Commission has already made its own assessment of these impacts and we are considering these carefully.

    To ask the Secretary of State for the Home Department, what estimate she has made of (a) the number of people resident in refugee camps in Northern France, (b) the proportion of such people who are unaccompanied children and (c) how many extra reception places for asylum applicants have been created by the French authorities.

    The management of the migrant camps in Calais, including healthcare provision is the responsibility of the French Government.

    The French Government has recently stated that there are approximately 3,700 migrants living in the Calais camp and 1,050 in Dunkirk. The UK Government does not routinely assess the numbers of migrants in northern France or hold a breakdown of the ages of migrants.

    The UK has funded a project aimed at identifying and protecting vulnerable people in the Calais migrant camp. The project is being delivered by the French NGO Terre D’Asile.

    In addition, France has opened 102 reflection centres away from Calais and Dunkirk to help migrants with their asylum options and the UK is contributing towards the funding of this programme.

    To ask the Secretary of State for Health, whether NHS England has placed a requirement on Manchester Mental Health and Social Care Trust to pay off its deficit.

    We are advised that NHS England has placed no such requirements. These are matters for the Manchester Mental Health and Social Care NHS Trust and its commissioners.

    We expect all National Health Service trusts to use their resources wisely and within their statutory responsibilities, while delivering high quality, sustainable services to patients. It is for the local NHS to determine the provision of local health services.

    My Rt hon Friend the Chancellor of the Exchequer, my Rt hon Friend the Secretary of State for Business, Innovation and Skills and the Governor of the Bank of England have been clear that although there is uncertainty ahead, the UK is very much open for business and investment.

    Since the referendum, the Government has been actively engaged with businesses of all types and in all sectors to understand their concerns. In the Department for Business, Innovation and Skills, my Rt hon Friend the Secretary of State and other ministers are holding a series of roundtables with business organisations and with CEOs and senior representatives from many of our biggest employers. The Secretary of State also chairs the new business engagement inter-ministerial group, which brings ministers across Government together to discuss issues and challenges facing business, including creating opportunities for investment and trade.

Friends the Secretary of State for Northern Ireland and Secretary of State for Exiting the European Union met with CBI NI as part of the inaugural meeting of the Secretary of State for Northern Ireland’s business advisory group on 1 September. The group is a platform for businesses across Northern Ireland to provide high level advice to the Secretary of State for Northern Ireland and NIO ministers on critical business and economic issues.
