    To ask Her Majesty’s Government whether they support objections to a school’s admissions arrangements if those objections have been upheld.

    The School Admissions Code exists to ensure that places in all state funded schools are allocated in a fair and transparent manner. It is particularly important that parents feel confident that their concerns are listened to and acted upon.

    The Government has recently announced its intention to change its policy, to ensure that the adjudication process is focused on dealing with the concerns of those who have a direct interest in the fairness of the admission arrangements of their local school. The adjudication process should not be delayed by the need to also consider large numbers of objections referred by interest groups from outside the area.

    These changes will be subject to a full public consultation and parliamentary approval.

    The Government is taking concerns about the Anti-Money Laundering requirements regarding Politically Exposed Persons (PEPs) seriously. While addressing corrupt PEPs is an important aspect of global efforts to tackle corruption and money laundering, it is essential that this be done proportionately. Treasury ministers have regular discussions with banks and the FCA, including on ensuring that guidance is clear and appropriate.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 26 April 2016 to Question 34987 and the Answer of 25 April 2016 to Question 34792, how much of the £10 million LIBOR fines funding has been allocated to mental health in total; and whether that allocation was made in October 2014 or October 2015.

    The LIBOR funding allocated to support emergency services staff and volunteers was allocated to a variety of charities covering all the emergency services. £4million was allocated to the charity Mind specifically for mental health issues to cover financial years 2014/15 and 2015/16. There were a number of other charities supported who will provide care for a variety of mental and physical symptoms however information is not held centrally on how they allocate their resources.

    The Government is committed to increasing the diversity of public appointments and​ has an​ aspiration that 50% of new public appointees should be women. We are making ​good ​progress, with 44% of new appointments made to women in 2014-2015, up from 39% the previous year. For many years, the figure on appointments was between 32-36%, 44% is the highest figure since records began.

    To ask Her Majesty’s Government whether, in their discussions with French ministers, they plan to ask that the United Nations High Commissioner for Refugees be fully represented at camps near Calais and Dunkirk; and whether they plan to press the case for competent interpreters and child advocates.

    The management of the migrant camp in Calais, including any decision to dismantle it, is the responsibility of the French Government. The UK continues to work closely with the French Government at both a political and operational level on every aspect of the migrant situation in northern France.

    Although the primary responsibility for unaccompanied children in France lies with the French authorities, the Home Secretary made clear on 10 October that we will transfer as many minors as possible to the UK who are eligible under the Dublin Regulation before the camp clearance starts. The Home Secretary further emphasised that the remaining children who may be eligible to come to the UK under the Dubs amendment must be moved to safe facilities where there best interests can be properly considered

    To ask Her Majesty’s Government what action NHS Improving Quality is taking to increase the number of general practitioner practices using the GRASP-AF tool.

    NHS England’s Sustainable Improvement Team, which has taken over the work of NHS Improving Quality, is taking action to promote the use of GRASP-AF (Guidance on Risk Assessment and Stroke Prevention for Atrial Fibrillation) within general practitioner (GP) practices in England. GRASP-AF is an audit tool developed by and trialled in the National Health Service, which greatly simplifies the process of identifying patients with AF who are not receiving the right management to help reduce their risk of stroke. The Sustainable Improvement Team is currently collaborating with partner organisations, including charities, to support the nationwide roll-out of GRASP-AF.

    To support this work, an analysis of the costs and benefits of using the anticoagulant drug warfarin to help prevent stroke in people with AF was recently published. A copy of this analysis is attached.

    The National Institute for Health and Care Excellence also published a Quality Standard on AF in July 2015, which sets out what a high quality AF service should look like and will help drive improvement locally. A copy of this Quality Standard is attached.

    There is also a wealth of information available on the detection and management of people who have AF. The NHS Atlas of Variation includes such data and similarly Public Health England (working with stakeholders) has produced information for clinical commissioning groups (CCGs) to enable them to identify and encourage poorly performing areas to improve their detection and management of people with AF. The Atlas is an online tool and therefore it is not possible to attach a copy.

    These resources are available to Strategic Clinical Networks to help them with their work to improve the prevention and diagnosis of AF locally.

    AF related stroke prevention has been a significant area of focus for the East Midlands Cardiovascular Strategic Clinical Network in recent years. Actions include:

    – providing individual advice to CCGs in the area, supporting CCGs to implement AF training for GPs;

    – supporting CCGs to implement GRASP-AF;

    – developing a non-valvular AF anticoagulation algorithm which has informed updates to local AF guidelines;

    – developing an electronic clinical template for the diagnosis and management of AF; and

    – promoting the use of the warfarin patient safety audit tool.

    AF is also covered as in the National Cardiovascular Intelligence Network’s masterclass programme aimed at all NHS health professionals within CCGs, local authorities and clinical services with an interest in cardiovascular disease data tools and information.
