    To ask Her Majesty’s Government, in the light of the Foreign Secretary’s recent visit to Tripoli, whether they are considering the deployment of ground troops to Libya as part of UK efforts to support the Government of National Accord, and what practical assistance they plan to provide, if any, in terms of training Libya’s police, coastguard and military.

    The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), was clear in his oral Statement to the House of Commons on 19 April that the British Government has no plans to deploy troops to Libya in a combat role. The security agenda must be owned and led by the new Libyan government. The UK, along with international partners, stands ready to respond to requests from the Libyan government for assistance in training the Libyan armed forces, to improve their effectiveness in providing security, and in the fight against Daesh. But any support the UK provides would be in response to a clear request made by the Libyan government. During his visit to Tripoli, the Foreign Secretary agreed with Prime Minister Serraj that we should continue to work closely to establish what those training and technical support requirements are; and what, if any, role the international community can play in helping to meet them.

    Until we leave, the UK will remain a full member of the EU, with all of the rights and obligations. The Department for Exiting the EU will be working on the UK’s withdrawal and future relationship, liaising closely with other key departments on future support for the environment.

    The Government takes the detention and welfare of Mr Andargachew Tsege very seriously. The Foreign Secretary, my Rt Hon. Friend the Member for Uxbridge and South Ruislip (Mr Johnson) has raised Mr Tsege’s case with his Ethiopian counterpart, Foreign Minister Tedros, on three occasions, most recently during the UN General Assembly in New York in September. During that conversation he pressed Dr Tedros to follow through with the commitment made by Prime Minister Hailemariam, to allow Mr Tsege access to independent legal advice so he can discuss his options under the Ethiopian legal system. We will continue to press the Ethiopians to ensure that Mr Tsege has legal representation.

    To ask the Secretary of State for Justice, for what reason Community rehabilitation companies workforce information report: Q2 2015 to 2016 statistics were cancelled for release.

    The Community Rehabilitation Company (CRC) Workforce Information Report provided information on staffing within the CRCs when they were under public sector management. The final edition was published on 26 February 2015 and provided information as at 31 December 2014. The 21 CRCs became private companies on 1 February 2015 and are therefore now responsible for the management of their own staffing levels. At that time future editions of the Workforce Information Report, for which publication had been pre-announced, were cancelled.

    To ask the Secretary of State for Communities and Local Government, what guidance his Department issues to local authorities on (a) a Local Development Order and (b) Supplementary Planning Guidance to facilitate alternative, less intrusive development on a specific location in the Green Belt where there is already extant planning permission for development in that location.

    An extant planning permission does not prevent consideration of a further planning application for the same site. It would be for the local authority to assess each proposal on its merits, in the light of all material considerations, including the protections for Green Belt set out in our National Planning Policy Framework. If the development proposed would be inappropriate in Green Belt, the Framework states that planning permission should generally be refused. However, if the local authority finds that any harms caused by the development would be clearly outweighed by other considerations, and that very special circumstances justify planning permission, permission may be granted. If necessary the local authority can impose planning conditions or require design changes to mitigate any adverse impact.

    A Local Development Order or Supplementary Planning Guidance would also have to be designed by the local authority to accord with policies in the Framework, including the need to protect the openness of Green Belt land.

    The issue of burial space is regularly discussed at meetings of the Burial and Cremation Advisory Group, which is chaired by this department and comprises key stakeholders and representatives within government and the wider burial sector. In addition, the department regularly engages on the issue with individual stakeholders, as appropriate.

    NHS England has advised that the Cancer Drugs Fund budget was increased to £340 million for 2015-16 and, with the new financial control and commercial mechanisms being put in place from 1 July 2016 under the new arrangements for the Fund, that budget increase will be maintained at £340 million for 2016-17.
