    To ask Her Majesty’s Government what arrangements will be made for those with relevant knowledge or experience to be able to contact those carrying out the investigation commissioned by NHS England into the circumstances leading up to the termination of the contract between Cambridgeshire and Peterborough Clinical Commissioning Group and UnitingCare Partnership to deliver urgent care for the over-65s and adult community services.

    NHS England advises that it has commissioned David Stout OBE to carry out an independent review of the contract between Cambridgeshire and Peterborough Clinical Commissioning Group and UnitingCare Partnership. The terms of reference are to establish, from a commissioner perspective, the key facts and root causes behind the termination of the contract in December 2015 and to draw out recommendations and lessons to be learned. This will include a review of documentation and discussion with staff members.

    Relevant individuals will be contacted during the course of the review to inform the findings. NHS England is also setting up a web page which will include an email address where comments and responses can be submitted. This will enable the public to contribute.

    The review is expected to start in January and to be completed in February 2016. NHS England plans to publish the review when complete.

    I am intending to discuss with the Scottish Minister about the experience of the lower limit in Scotland and about the timescales to get access to robust evidence of the road safety impact. It is important to base our decisions on evidence and the Scottish experience will be crucial to that before we consider any possible changes to the limits in England and Wales. This Government’s current position however remains to focus resources on enforcing against the most serious offenders.

    To ask the Secretary of State for Business, Innovation and Skills, what estimate he has made of the expenditure of his Department which specifically related to the Transatlantic Trade and Investment Partnership agreement in each of the last three years; and if he will make a statement.

    Prior to 1 April 2014 the Transatlantic Trade and Investment Partnership was handled alongside a number of other trade negotiations. On 1 April 2014 my Department established a Unit whose primary purpose is to assist with the negotiation of the Transatlantic Trade and Investment Partnership but which also handles certain other international matters. In April 2014 this Unit comprised 8 staff primarily working on TTIP and 4 working on other international matters. It currently comprises 10 staff working primarily of TTIP and 6 working on other international matters. Staff expenditure for this Unit in 14/15 was £793313, and in 15/16 is projected to be £916007. Total expenditure for this Unit in 14/15 was £886813 and in 15/16 is projected to be £926774.

    To ask the Secretary of State for the Home Department, what recent assessment she has made of the adequacy of neighbourhood policing capacity.

    Decisions about the number of officers deployed to neighbourhood policing, and their specific roles, are for Chief Constables and democratically accountable Police and Crime Commissioners (PCCs). They are responsible for ensuring the needs of the local community are met. Priorities for each area are set out in the PCC’s – in London the Mayor’s – Police and Crime Plan. Her Majesty’s Inspectorate of Constabulary independently assesses the efficiency and effectiveness of police force activity, including neighbourhood policing.

    Government published full details of its proposals for a new Electronic Communications Code on 17 May 2016. The new Code will form part of the Digital Economy Bill, which was announced in the Queen’s Speech on 18 May 2016 and is due to be introduced during the current Parliamentary session.

    The Department for Exiting the European Union has responsibility for overseeing preparations for the withdrawal of the UK from the EU and conducting these withdrawal negotiations in support of the Prime Minister.     The Electoral Commission is expected to publish their assessment of the completeness and accuracy of the first full electoral registers under IER this summer. This will provide a breakdown at a country level but not by local authority or constituency. The previous study of this nature was based on the last registers prior to the introduction IER, published in February/March 2014.
