    To ask the Secretary of State for Foreign and Commonwealth Affairs, what proportion of staff in his Department were (a) payroll and (b) non-payroll staff in each financial year from 2010-11 to 2015-16.

    The proportion of Foreign and Commonwealth Office staff who were a) payroll and b) non-payroll in each financial year (taken on 31 March each year) from 2012-13 to 2015-16 is listed below. We are unable to provide the requested information for 2010 – 11 and 2011 – 12 because non-payroll data is not available for those years. We are unable to confirm the figures for 2015-16 until the 2015-16 Accounts have been signed off and the National Audit Office has completed its audit.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his counterparts (a) in South America and (b) elsewhere on steps to prevent the spread of the Zika virus.

    British officials across the region have been working closely with their counterparts on steps to understand and prevent the spread of the Zika Virus. We have focused particularly on Brazil, which has seen the highest number of cases in the region. On 26 January, the UK announced a new Zika research project between Glasgow University and Fiocruz, a leading biomedical research centre in Brazil. The following day, a scientist from the London School of Hygiene and Tropical Medicine arrived in Recife to support Zika research led by the Pan American Health Organisation. Discussions are also ongoing between Foreign and Commonwealth Office officials and the Brazilian National Health Surveillance Agency with regards to combating this virus. On 1 February, I discussed Zika with Ambassadors from the Group of Latin America Countries (GRULAC), highlighting UK assistance to date on this issue and stressing the importance of providing information to those planning their travel now, not least to the Rio 2016 Olympic Games.

    To ask the Minister for the Cabinet Office, what (a) guidance his Department issues and (b) regulations are in place on the provision of electoral roll data to credit reference agencies.

    The Electoral Commission provides detailed guidance to Electoral Registration Officers on access and supply of the full electoral register, including by credit reference agencies.

    The regulations on the supply of electoral roll data to credit reference agencies are set out in The Representation of the People (England and Wales)(Amendment) Regulations 2002. Under Regulation 114, credit reference agencies registered under Part III of the Consumer Credit Act and carrying on the business of providing credit reference services may only use the full electoral register for specified purposes; namely for checking a person’s identity if they apply for credit, and for the prevention of money laundering fraud. Electoral Registration Officers are entitled to charge credit reference agencies a small fee for copies of the full register, to cover administration costs.

    As confirmed by my right honourable friend the Secretary of State in his statement to the House on 21 March, the proposed changes to PIP will not be going ahead.

    We spend around £50bn every year on benefits alone to support people with disabilities or health conditions, with spending on Personal Independence Payment (PIP) and Disability Living Allowance (DLA) having increased by more than £3 billion since 2010. The government is committed to talking to disabled people, their representatives, healthcare professionals and employers to ensure the welfare system works better with the health and social care systems and provides help and support to those who need it most.

    To ask the Secretary of State for Health, what estimate his Department has made of how many men who have sex with men will receive the HPV vaccination as part of the proposed pilot.

    It is estimated that up to 40,000 men who have sex with men (MSM) who attend genitourinary medicine (GUM) and HIV clinics will be offered the human papillomavirus vaccination.

    There has been a positive response from those invited to participate, and confidence that the pilot will include a good geographical spread of providers, including those with the highest populations of MSM, as well as in rural areas with smaller MSM populations. Public Health England is currently completing the selection of the GUM and HIV clinics that will take part in the pilot.
