    The UK, together with all the other European Union Embassies in Luanda, made a statement on this case on 29 March, raising our concern about guarantees of due process and the principle of proportionality. We hope that the legal avenues available for appeal will offer guarantees in accordance with the rights and principles of the Angolan Constitution.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assistance the Government has provided to the government of Egypt for counter-terrorism in (a) 2013, (b) 2014, (c) 2015 and (d) 2016 to date; what equipment has been provided to that government for that purpose; and what types of capacity-building activity and training have been provided.

    The UK and Egypt have a shared interest in the fight against terrorism, and we are committed to working together in a number of areas to combat the terrorist threat. These include aviation security and the protection of tourist resorts. The UK armed forces have also provided their Egyptian counterparts with counter-IED and close protection training.

    During President Sisi’s visit to the UK in November 2015, the Foreign Secretary and Foreign Minister Shoukry signed a Memorandum of Understanding committing the Home Office and Egyptian Ministry of Interior to a regular high-level dialogue to increase cooperation across a wide range of areas, including counter-terrorism, illegal migration and organised crime.

    To ask the Secretary of State for Culture, Media and Sport, what representations she has received from football supporters clubs in England and Wales on whether the Fit and Proper Person Test used by the Football League and Premier League is appropriate and effective; and if she will make a statement.

    Any concerns to my Department (DCMS) regarding football’s rules and regulations, including the application of the Owners and Directors Test (formerly Fit and Proper Persons Test) are referred to the Football Association or Leagues. It is however worth noting that as well as a commitment to keep the Test under constant review, the Football Authorities have also said they will meet with supporter representative groups to listen to any concerns they have over current or prospective owners. The intention is set out in the Government Expert Work Group’s report on Football Supporter Ownership and Engagement.

    We have raised Ibrahim Sharif’s case with the Government of Bahrain, including at the highest levels, and we understand that he has the right of appeal. The UK encourages Bahrain to respect the rights of all peaceful opposition figures. We call on the Bahraini government to act proportionately in all such cases to protect the universal rights of freedom of expression and assembly. The Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Ellwood), most recently raised human rights with the Bahraini Ambassador to the UK, His Excellency Sheikh Fawaz bin Mohammed Al Khalifa , on 8 March.

    To ask the Secretary of State for Health, what steps his Department is taking to ensure that all people diagnosed with HIV have access to (a) pre-exposure prophylaxis and (b) other treatments.

    Pre-exposure prophylaxis (PrEP) is a new use of HIV drugs which has shown clinical effectiveness in research trials at preventing HIV in people at high risk of getting HIV such as men who have sex with men and people with HIV-positive partners. PrEP would not be suitable for people who already have diagnosed HIV. However, in July 2015, NHS England approved a significant new investment in a ‘Treatment as Prevention’ programme whereby HIV drugs are offered to all newly diagnosed patients whatever their CD4 count. Previously, treatment would begin when the CD4 count has declined to 350 cells/mm3 or less. This will significantly decrease the chance of HIV transmission between individuals and also reduces the risk of illness in the person with HIV.

    The National Health Service continues to deliver excellent HIV treatment and care for people with HIV with referrals into services within two weeks of diagnosis.

    To ask the Secretary of State for Health, how many meetings NHS England has had with PTC Therapeutics to discuss an agreement on price for Translarna to treat Duchenne muscular dystrophy since 15 April 2016.

    NHS England has advised that on 4 May 2016 the National Institute for Health and Care Excellence (NICE) asked NHS England and PTC Therapeutics to continue to work towards agreeing an acceptable managed access arrangement for Translarna (ataluren) for the treatment of children aged five and over with Duchenne muscular dystrophy caused by a nonsense mutation.

    NHS England and the company have been asked to reach agreement on the cost of the drug to the National Health Service by 7 July.

    NHS England has advised there have not been any commercial meetings with PTC Therapeutics in the period since 15 April 2016, however, it is in regular contact with the company.

    NHS England will be meeting with PTC Therapeutics when it has concluded the detailed preparatory work required to effectively respond to NICE’s request within the set timescale.
