    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has made to the Pakistani government on the death penalty imposed on Imdad Ali.

    I am concerned about Mr Ali’s case and continue to follow developments. The UK remains firmly opposed to the death penalty in all circumstances. Abolitionist work is high on the Foreign and Commonwealth Office (FCO) agenda and is part of the day-to-day work of all diplomatic missions to countries that retain the death penalty. The FCO human rights and democracy report 2015 makes clear our views on the death penalty and the resumption of executions in Pakistan.

    Whilst we have not raised the specific case of Imdad Ali with the Pakistani government, the former Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Philip Hammond), raised the issue of the death penalty with Prime Minister Nawaz Sharif in 2015, and the Parliamentary Under-Secretary for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Bournemouth East (Mr Tobias Ellwood), since wrote to the Pakistani High Commissioner to the UK expressing deep concern about ongoing executions. Together with our EU partners, we continue to raise our concerns about the death penalty with the Government of Pakistan and urge compliance with international obligations.

    Highways England’s forthcoming work on the next iteration of their Route Strategies is the means of assessing pressures and needs and generating proposals across the entire strategic road network, including the A64. The Route Strategies will inform the preparation of the next Road Investment Strategy. Any specific proposals that require investment will of course need to be underpinned by a strong and clear business case.

    As part of NHS England’s robust assurance process for Local Transformation Plans (LTPs) all local areas were asked to publish their LTP in an accessible format and made widely available to improve transparency. As part of its quarter three monitoring process NHS England has asked that clinical commissioning groups submit the website address on which its LTP has been published. NHS England is currently reviewing that this has happened.

    This is related to the European Commission’s proposal on a revised Dublin Regulation, which was published on 4 May 2016. Given the recent publication of this proposal and the significant amount of detail to consider, we are not in a position to give a clear view on this yet. An Explanatory Memorandum is due to be laid in Parliament in the week commencing 23 May which will include more detail of the government’s initial views. In any case the proposal is subject the UK’s opt-in protocol and we will only opt-in if it is in our national interest to do so.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what support the Government is giving to Egyptian and Italian authorities investigating the murder of Giulio Regeni.

    We were appalled by the murder of Giulio Regeni in Cairo. As soon as we were made aware of reports of Mr Regeni’s disappearance on 25 January, we contacted the Italian government to offer our assistance. Foreign and Commonwealth Office Director-General for Middle East and Africa renewed this offer to the Italian Ambassador to London on 22 April. We continue to offer our full support to Italy. I have raised Mr Regeni’s case with the Egyptian authorities myself, as have senior officials. In these discussions we have underlined the need for a full and transparent investigation. We remain in contact with both the Italian and Egyptian authorities.

    To ask the Secretary of State for Culture, Media and Sport, what assessment his Department has made of the adequacy of satellite broadband for serving rural areas; and what steps his Department is taking to ensure parity of service and cost with other types of broadband supply.

    Satellite broadband can deliver download speeds of 10Mbps and above and upload speeds of 5Mbps. The subsidised offer to meet the Universal Service Commitment gives a first year only cost for a basic package of up to £400. This will make available an affordable basic broadband service to those premises unable to get a speed of at least 2Mbps. The total number of premises eligible for the universal service commitment subsidy had been substantially reduced, from around 11% in 2010 to around 1% by the end of 2015, as a result of roll-out superfast broadband by the commercial sector and through publicly-funded programmes.

    To ask the Secretary of State for Business, Innovation and Skills, what assessment he has made of the effect of the closure of his Department’s Sheffield office on the delivery of his Department’s policies.

    Subject to consultation, the Department intends to close the Sheffield office at St. Paul’s Place by January 2018. This intention is based on the strategic vision for the Department that seeks to save 30-40% of its operating costs, reduce the number of locations it operates from (from currently around 80 to 7 centres and a regional footprint for the provision of local services), and halve the number of its Partner Organisations by 2020.

    Intention is subject to consultation, to close the Sheffield office by January 2018. This gives us time to transition the policy roles affected.
