    To ask the Secretary of State for Culture, Media and Sport, in which BDUK contract areas (a) new duct and (b) poles installed by BT with funding from BDUK have been made available for use by other communications providers.

    All ducts and poles in BT’s network beyond the telephone exchange are open to other providers, under the Passive Infrastructure Access obligation imposed by Ofcom, to provide primarily residential broadband services.

    To ask Her Majesty’s Government what response they have made to the Language Trends Survey 2015–16, published by the British Council on 18 April.

    The Department welcomes the survey; in particular its findings on the steps primary schools are taking to improve the quality of language teaching since it became compulsory in maintained primary schools in September 2014. By introducing the EBacc, we have stopped the decline in modern foreign languages seen in the last decade, where 200,000 fewer GCSE students studied a modern language in 2010 than in 2002.

    Last year’s results showed 20% more pupils are taking languages at GCSE than in 2010 while A level entries in modern languages have increased by nearly 4% since 2014.

    To ask the Secretary of State for Transport, with reference to recommendation 22 of the Environmental Audit Committee in its First Report of Session 2015-16, on the Airports Commission Report: carbon emissions, air quality and noise, HC 389, what his policy is on implementing that recommendation as it applies to requiring Heathrow Airport to set out proposals for mitigation.

    The Airports Commission shortlisted three airport expansion schemes, two at Heathrow and one at Gatwick. The Government accepted the Commission’s shortlist in December 2015, and has since been undertaking a programme of further work, including on mitigation, to support a decision on a preferred scheme. We are carefully considering the evidence in relation to all three schemes, including the Airports Commission’s comprehensive work and the recommendations in the Environmental Audit Committee’s interim report.

    The Bologna Process, which created the European Higher Education Area in 2010, is an intergovernmental agreement among 28 countries in the European region. It is not an EU body and therefore UK membership will not be affected by the UK’s departure from the EU.

    I met elected leaders, ministers and representatives of all of the twelve inhabited British Overseas Territories at Downing Street in December 2012. I met the leaders of Anguilla, Bermuda, the British Virgin Islands, the Cayman Islands, Gibraltar and Montserrat at Downing Street in June 2013, and the Gibraltar Chief Minister in August 2013.

    The Minister for the Overseas Territories, my hon. Friend the Member for Rochford and Southend East (Mr Duddridge), met the Overseas Territories’ elected leaders and representatives at the most recent Joint Ministerial Council in December 2015.

    In addition other members of the Foreign Office Ministerial team and Ministers from across Whitehall Departments regularly meet leaders of the Overseas Territories at the annual Joint Ministerial Council.

    As the Secretary of State said on his speech to the Society of Editors on 19th October 2015, "I am not convinced the time is right for the introduction of these costs provisions. Given the changes under way within the industry, the introduction of the new exemplary damages provisions, and the pressures on the industry, I question whether this additional step, now, will be positive and will lead to the changes I want to see". The Government is continuing to consider the matter.

    To ask the Secretary of State for Culture, Media and Sport, what plans the Government has to commemorate the 100th anniversary of the Battle of Gallipoli.

    The two national events that marked the centenary of the battle of Gallipoli on 24th and 25th Apri 2015, were key commemorative events in the centenary programme.

    The first, a UK-led Commonwealth and Ireland Ceremony was held at the Commonwealth War Graves Commission’s Helles Memorial in Turkey on 24 April 2015, the eve of the centenary of the Gallipoli landings. This event was attended by The Prince of Wales, accompanied by Prince Harry, senior representatives of the nations involved in the Gallipoi Campaign and descendants. The Prince of Wales met with descendants on board the Royal Navy’s ship HMS Bulwark.

    The second, on Anzac Day, was held at the Cenotaph in Whitehall. This National Service of Commemoration event was attended by Her Majesty The Queen, senior representatives of the participant nations, and around 2500 descendants, included wreath-laying and a march past the Cenotaph led by military personnel.
