    To ask the Secretary of State for the Home Department, what her Department’s policy is on having independent witnesses and monitoring groups aboard mass deportation charter flights.

    Home Office records indicate that there were at least 1999 foreign nationals who, having been detained in a UK prison, were removed on charter flights in the past 5 years; 367 in 2012, 424 in 2013, 498 in 2014, 486 in 2015 and 224 in 2016 to date.

    Immigration Enforcement charter flights are regularly monitored by Her Majesty’s Inspectorate of Prisons (HMIP) and the Independent Monitoring Board (IMB).

    The establishment of an enterprise zone in Northern Ireland is a matter for the Northern Ireland Executive.

    In the 2013 economic pact between the UK government and the Northern Ireland Executive, ‘Building a Prosperous and United Community’, we agreed to consider designating a range of sites within any Northern Ireland Enterprise Zone as designated areas for Enhanced Capital Allowances, should the Executive propose them.

    This year, we delivered the necessary legislation to provide for Enhanced Capital Allowances in the Executive’s pilot Coleraine Enterprise Zone.

    To ask the hon. Member for Broxbourne, representing the Speaker’s Committee for the Independent Parliamentary Standards Authority, what discussions the Committee has had with IPSA on the reissuing of the P11D forms for hon. Members for 2014-15.

    I have received confirmation from the Independent Parliamentary Standards Authority that in 2014-15, an error with the mail merge used to create P11Ds resulted in incorrect forms being sent to Members.

    I understand from IPSA that they have taken steps to improve the quality checking process, and that staff will receive additional training in the production of P11Ds. In the longer term, IPSA is planning improvements to its information management systems which should reduce the likelihood of data discrepancies, like the one that led to this incident, occurring.

    To ask Her Majesty’s Government how much the Carbon Airports Commission calculated that air fares would need to rise in order to comply with the capped model, and what estimate they have made of the increase in air passenger duty that would be necessary to achieve that increase.

    The Airports Commission included an estimate of the impact of air fares in the carbon capped case in Chapter 4 of their interim report, copies of which are available in the Libraries of both Houses.

    There are no such estimates alongside the updated forecasts in their final report, nor is there consideration of the interaction between carbon prices and air passenger duty.

    To ask the Secretary of State for the Home Department, when she expects that the Government’s proposed improvements to subject access request IT infrastructure will be completed.

    The Home Office ran a Call for Information on the operation of the Suspicious Activity Reports (SARs) regime between 25 February and 25 March 2015. We received more than 60 responses from a wide range of stakeholders, including law enforcement agencies, the financial sector, and the legal and accountancy sectors. Subsequently, further discussions were held with private and public sector bodies through a series of workshops.

    The Government published the Action Plan for Anti-Money Laundering and Counter-Terrorist finance on 21 April 2016. The Action Plan sets out the Government’s programme to deliver a significantly improved anti-money laundering regime for the UK. This includes the replacement of the SARs IT infrastructure. A summary of the submissions received following the Call for Information is set out in the Action Plan at Annex B.

    In the Action Plan, we announced our commitment to develop a stronger public private partnership to tackle money laundering and the financing of terrorism, and as part of that we will engage with public and private stakeholders to develop the replacement.

    The stakeholders will include law enforcement agencies, government departments, and businesses in the ‘regulated sector’ including banks, the legal and accountancy sectors, and estate agents. We will also include regulatory and supervisory bodies, and public bodies for whom SARs are of value.

    This engagement will enable us to ensure that the replacement of the SARs IT architecture will deliver significant benefits for all of the sectors involved in the SARs regime. As we set out in the Action Plan, we will reform the SARs regime, making the necessary legislative, operational and technical changes, by October 2018.

    The design, installation and maintenance of traffic management measures including traffic lights and roundabouts are the responsibility of the local traffic authority, in this case Kent County Council. It is for them to determine which solution is appropriate for a particular road or junction, taking into account local circumstances. I am grateful to my Honourable Friend for raising this issue and have written to Kent County Council to ask them to respond to him directly on it.

    Electrification of the railway line between Birmingham and Bristol is one of the schemes under consideration by Network Rail as part of the industry electrification strategy. We expect Network rail to publish a draft strategy for consultation in early 2016.
