    The Government supports the safe and sustainable development of unconventional hydrocarbons, but we will not subsidise shale gas development. Exploration and production are a commercial matter for developers.

    The Office of Unconventional Gas and Oil (OUGO) has been established within DECC to lead on the policy area and co-ordinate work with other Government Departments and regulators. This is to encourage the development of the UK’s shale industry whilst ensuring that robust regulations are in place to safeguard public safety and protect the environment.

    Abortion law and guidance in Northern Ireland is a transferred matter and is therefore the responsibility of Northern Ireland Executive Ministers.

    To ask the Secretary of State for Health, what steps he is taking to support the children and families of alcoholics.

    Public Health England (PHE) is engaged in a work programme which aims to reduce alcohol-related harm to individuals, families and society. PHE works closely with local authorities to support their work of assessing local alcohol-related need and commissioning services and support to meet that need, including identification and brief advice, alcohol treatment and helping ensure that young people’s substance misuse services target vulnerable young people.

    PHE is producing a report on the harm alcohol causes to people other than the drinker, in collaboration with governments in Scotland, Wales, Northern Ireland and the Republic of Ireland. This report will look at the impact of alcohol on others, including the children of parents with alcohol problems. It is due to published this year.

    PHE will also provide estimates of the number of children likely to be affected by their parents’ alcohol use and provide advice to national and local government on where action could have the greatest impact on improving life chances.

    To ask Her Majesty’s Government what action they are taking to increase patients’ access to specialist multi-disciplinary teams to improve care for heart failure patients in the community.

    NHS England is working with key partners to ensure better co-ordination and integration of all services with the aim of delivering person-centred and coordinated care which is tailored to the needs and preferences of the individual, their carer and family.

    In particular, to encourage better practice in the caring for heart failure patients, NHS England has established a best practice tariff for acute heart failure. It is also working with Health Education England to explore ways of improving the provision of and increasing access to echocardiography, which is used for the diagnosis of heart failure.

    To help the NHS understand what a good quality service looks like, the National Institute for Health and Care Excellence (NICE) publish quality standards which define best practice within a topic area and it has published quality standards for acute and chronic heart failure. NHS England expects all commissioners and providers to take account of quality standards in the services that are delivered to patients.

    NICE has developed a commissioning toolkit for the use of natriuretic peptides assessment in primary care for suspected heart failure. It has also produced guidance on acute heart failure and chronic heart failure, both of which cover the use of natriuretic peptides.

    NICE guidance and quality standards are published online only, but due to the complexity and length of their content, they cannot be included as attachments.

    We oppose any measure that imposes unreasonable costs on British motorists, home owners and businesses. We are pleased to have achieved positive progress; the Commission has agreed in principle that the Motor Insurance Directive should be amended. They set out their high level proposals in an Inception Impact Assessment in June.

    The Secretary of State will consult in due course on whether or not to make changes to how the Motor Insurance Directive is implemented in domestic law.

    In some places trees can slow the flow of water down stream and reduce the local impacts of floods. That is why flood risk management is one of the targeting criteria for woodland creation funded through the new Countryside Stewardship scheme. The Forestry Commission also continues to undertake research into understanding what role woodlands can play in managing flood risk.
