The MQ-9 Users Group is a multilateral forum for France, Italy, the UK and US. As such, the release of the Group’s Terms of Reference can only be approved if all four participating nations agree. To that end, the request for their release was highlighted at the MQ-9 User Group and individual nations will report back as soon as is practicable.

To ask the Secretary of State for Work and Pensions, what steps the Government is taking to help older women and men into work.

DWP recognises and welcomes the valuable knowledge and skills that older workers bring to the work place. There are now more older people in employment than ever before, 9.6 million 50+ workers in the UK – an increase of over a million (1.3 million) over the last 5 years.
As well as access to the full Jobcentre Plus offer of personalised support, we introduced Older Claimant Champions in Jobcentre Plus, and have run two yearlong trials from April 2015 to test how we support older people where age is a barrier to them finding work. The trials are being evaluated and initial results will be available in autumn 2016.
The Government intends to publish a new, employer-led national strategy later this year, setting out the future direction of the Fuller Working Lives agenda.

By 2015-16 increases in the personal allowance since 2010-11 are estimated to have reduced the income tax liability of 27.9 million individuals in the UK and taken 3.97 million out of tax. The corresponding figures for the South West, which includes the Parliamentary Constituency of North Swindon, are 2.4 million and 344,000 respectively.
These estimates are based on the 2013-14 Survey of Personal Incomes, projected to 2015-16 using economic assumptions consistent with the Office for Budget Responsibility’s March 2016 economic and fiscal outlook.

DFID does not have a bilateral programme with Sri Lanka. However, the UK continues to provide assistance through a share of its contributions to multilaterals working in Sri Lanka, such as the Asian Development Bank (ADB). Inclusive growth is a major thrust of the ADB’s Sri Lanka strategy, with projects that support investment in infrastructure in the north and east of the country, as well as elsewhere.

To ask the Secretary of State for Health, whether he plans to publish a funded arthritis action plan.

The Department is in regular contact with stakeholders, such as Arthritis Research UK, and hosted a roundtable with them in November. The group is in the process of producing a toolkit for commissioners to support commissioning of physical activity interventions for people with musculoskeletal (MSK) conditions.
Whilst the Department has no plans to publish an arthritis action plan, NHS England and Public Health England are taking forward a number of projects.
Specifically on MSK conditions, the National Health Service National Clinical Director for MSK, Peter Kay, has been working in partnership with the Arthritis and Musculoskeletal Alliance, to develop new MSK clinical networks across England to build consensus on the way forward for models of care. In addition, in February 2015, Public Health England, in partnership with NHS England and the Department, ran a local pilot campaign to raise public awareness of the signs and symptoms of rheumatoid arthritis in Nottingham City and Hardwick Clinical Commissioning Group. The aim of the campaign was to support earlier diagnosis and thereby enable treatment to begin earlier to improve the quality of life for people with the condition. The results of the campaign are currently being evaluated.

To ask the Secretary of State for Health, what support NHS England plans to provide clinical commissioning groups relating to the transfer of obesity surgery commissioning responsibilities from NHS England after that transfer.

Although the transfer is effective from April 2016, the handover process will be agreed between specialised commissioning and individual clinical commissioning groups (CCGs), in line with their preparedness.
Specialised commissioning teams will continue to provide advice and support CCGs post-handover in line with the CCG’s need. CCGs already have mechanisms in place to monitor provider performance and quality through the existing quality assurance processes.

The Foreign and Commonwealth Office issued a statement on 16 March condemning the Government of Israel’s decision to expand settlements in the West Bank.
On 18 February, during my visit to Israel, I discussed the issue of settlements with Israeli Prime Minister, Benjamin Netanyahu, reiterating the UK’s position. Our Embassy regularly raises this issue with the Israeli authorities, making clear the UK’s firm and consistent opposition to illegal construction of settlements.
