    To ask Mr Chancellor of the Exchequer, what his Department’s wellness strategy is.

    HM Treasury takes the wellness of its staff seriously. Wellness is incorporated within the Treasury’s Health, Safety and Wellbeing policy.

    In 2015/16 the following wellness initiatives were given priority:

    • reducing levels of sickness absence relating to Mental and Behavioural Disorders (including stress, depression, anxiety) and Musculoskeletal Disorders;

    • increasing the usage of the Employee Assistance Programme (EAP); and

      In addition the Treasury has signed up to two key external initiatives:

    • the Public Health Responsibility Deal. Every April the Treasury reports to the Dept of Health on the activities carried out to meet the six pledges signed up to; and

    • the ‘Time to Change’ pledge. Following this a Mental Wellbeing Network was set up and a range of associated activities take place focusing on improving the mental wellbeing of Treasury employees.

      In addition we support and provide reasonable adjustments for a variety of physical and mental conditions and requirements.

    To ask the Secretary of State for Defence, what progress has been made on reaching a settlement with Gurkha soldiers who retired before 2000.

    The Government and the people of the United Kingdom hold the Gurkhas in the highest esteem and have done so throughout their 200 years of service to the Crown. Successive Governments have taken steps to ensure that the service provided by Gurkhas is appropriately recognised and reflects the terms and nature of that service, including in relation to pensions.

    These sentiments were most recently confirmed in the previous Coalition Government’s response to the All Party Parliamentary Group report on historic Gurkha grievances and the statement made by my hon. Friend the former Minister for Defence Personnel, Welfare and Veterans (Ms Soubry) on 29 January 2015 HCWS234.

    This reaffirmed successive Governments’ long standing approach to public sector pension provisions which is that an individual qualifies for a pension according to the rules of that scheme at the time, and that improvements to public sector pension or compensation schemes should not be introduced retrospectively because of the burden such an approach would place on the Exchequer.

    The Equality and Human Rights Commission was formed in 2007 and is an independent body. The Commission is responsible for its own staff management, including the number of case workers it employs. I have therefore asked the Commission to write to the Hon. Member with the information requested.

    To ask the Attorney General, how many people were (a) prosecuted for and (b) convicted of offences under the Deer Act 1991 in 2015; and if he will make a statement.

    The Crown Prosecution Service (CPS) does not maintain a central record of the number of people who have been charged with, and prosecuted for, offences brought by way of the Deer Act 1991. This information could only be obtained by examining CPS case files, which would incur disproportionate cost.

    Although it is not possible to identify the number of people charged with particular offences, records are held showing the overall number of offences in which a prosecution commenced in the magistrates’ courts. The table below shows the number of offences, rather than defendants, charged by way of the Deer Act 1991 during 2015. A single defendant may be charged with more than one offence.

    To ask the Secretary of State for Energy and Climate Change, what recent discussions she has had with her EU counterparts on reforming the EU Emissions Trading Scheme.

    The Government strongly supports reform to strengthen the EU Emissions Trading System (ETS). Ministers and officials have discussed EU ETS reform recently with counterparts in other Member States, as well as with members of the European Parliament, the European Commission and industry representatives. At the recent COP21 climate conference in Paris in December 2015 Ministers also participated in a session to promote the EU ETS and strengthen links to other national and international ETS.

    We do not expect the recommendations to be available until early 2017.

    The mandatory recording of primary diagnosis within accident and emergency departments is expected to be considered within the scope of the work to develop an improved data set for urgent and emergency care. Given the scale and complexity of the project, the final report is not expected before 2017.

    To ask the Secretary of State for Communities and Local Government, what discussions he has had on introducing new duties on local authorities to assess the level of need for wheelchair accessible homes and set appropriate targets in local development plans.

    Local authorities are best placed to understand the housing needs in their area. We expect them to work closely with key partners and their local communities in deciding what type of housing is needed.

    National policy sets out clearly the need for local authorities to plan for the housing needs of all members of the community and that planning should encourage accessibility. The introduction of optional requirements for accessibility in the Building Regulations provides local authorities with the tools needed to ensure that new homes are accessible and that in particular the needs of disabled people are met.

    Local authorities are held accountable for their housing delivery via their Local Plans which are tested by local independent planning inspectors and are scrutinised via yearly Authority Monitoring reports which set out progress on delivery against Local Plan targets. In addition local authorities must determine individual decisions in line with the development plan and other material considerations, such as the National Planning Policy Framework and having regard to viability considerations.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what steps he is taking to secure the release of Andargachew Tsege in Ethiopia.

    The Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) has raised Mr Tsege’s case with his Ethiopian counterpart Dr Tedros 21 times, most recently on 13 February. I have also raised this case, most recently on 28 January. I have met with Mr Tsege’s partner, Yumi Hailemariam. We have asked that Mr Tsege has access to a lawyer and a legal route through which he can challenge his detention. The Foreign Secretary has asked the Ethiopians to set out a timeline in which this will happen.
