    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many staff of his Department work on (a) the Yemen Desk and directly on Yemen and (b) all matters which directly or indirectly relate to Yemen.

    It is not possible to identify a precise figure for full time equivalent staff working on Yemen directly and indirectly because a range of staff are involved across various Foreign and Commonwealth Office departments and the proportion of their time devoted varies depending on need. That said, the UK remains committed to de-escalating the conflict by encouraging all parties to participate in negotiations to find a peaceful solution, as well as working with other government departments to address Yemen’s urgent humanitarian and economic needs and reduce the terrorist threat emanating from Yemen.

    To ask the Secretary of State for Health, what steps his Department is taking to ensure that people who receive a diagnosis of autism can access appropriate post-diagnostic interventions.

    In 2015, new statutory guidance building on the 2010 Autism Strategy, and the 2014 Think Autism update, set out expectations for local authorities and the National Health Service in relation to autism training. It is the responsibility for the General Pharmaceutical Council and the Nursing and Midwifery Council, to ensure newly qualified pharmacists and health visitors are equipped with the knowledge, skills and attitudes to provide high quality patient care. The Department has worked the Royal College of Nursing, and Skills for Health and Skills for Care, to develop autism training material. Health Education England is also working with the Royal Colleges and other stakeholders to increase awareness and knowledge of autism for NHS health professionals.

    The Department has also provided financial support to the Royal College of General Practitioners’ clinical priorities programme on autism which is undertaking practical work on autism awareness and training for general practitioners (GPs). GPs should be aware of what the local arrangements are for making referrals for autism diagnosis and how to access appropriate post-diagnostic interventions.

    NHS England has commenced a programme to visit clinical commissioning groups (CCGs) to identify and share good practice in accessing timely autism diagnosis and post diagnostic support. NHS England with support from the Association of Directors of Adult Social Services is to visit a selection of areas to talk to CCGs and local authorities about their Autism Diagnostic Care Pathways. A report on the work will be completed by the end of April 2016.

    We know that people with autism can experience common mental health conditions such as depression and anxiety, as well as other mental illnesses. Over £400 million has been invested in Improving Access to Psychological Therapies to ensure access to talking therapies for those who need them, including those with autism.

    The additional amount of spent fuel arising from the recently announced lifetime extension of 4 AGR stations is anticipated to be in the range of 700-800 tU, based on the current rate of arisings of spent fuel from the AGR fleet.

    To ask the Secretary of State for Health, whether he plans to increase the number of advocacy services available to mentally ill people before they are sectioned.

    When a person is detained under the Mental Health Act 1983, (“the Act”) they are legally entitled to an Independent Mental Health Advocate (IMHA) who understands the Act and can support the detained patient. The provision of IMHA services is the responsibility of local authorities.

    For other mental health patients who need help and support in expressing their views, more general advocacy services, as well as family and friends, can provide support.

    The Department is also currently exploring providing additional guidance to mental health professionals promoting advocacy services to psychiatric patients that they believe would benefit from such support.

    To ask the Secretary of State for Transport, what steps he is taking to (a) prevent and (b) collect litter and waste on the A23/M23.

    Highways England is responsible for litter clearance on all sections of the M23. It carries out regular inspections to monitor the state of the network and to ensure that they are complying with Environmental Protection Act regulations.

    Mid Sussex District Council is responsible for litter picking the A23 trunk road, with the exception of the section between Hooley to Central London which is the responsibility of Transport for London.

    Regular meetings between Highways England and the council are held to establish the most appropriate ways to keep the road clear of litter. We are currently agreeing a new framework for working jointly to share traffic management nationally which should be in place in Mid-Sussex and the South East by early June.

    Highways England has also set up a liaison group with Surrey County Council and other authorities to look at ways to prevent litter being discarded on our highways and roads.

    The Government intends to maintain and enhance the strength of our research and innovation base This is why we have protected the science resource budget in real terms from its 2015/16 level of £4.7 billion for the rest of the parliament.

    While the UK remains a member of the EU, current EU funding arrangements continue unchanged, including those that apply to students, researchers, and businesses. We remain fully open to scientists and researchers from across the EU. We hugely value the contribution of EU and international staff and there are no immediate changes to their rights to live and work in the UK.

    My Department has not made any direct aid payments to Syrian businesses. Our aid is delivered through the United Nations, international non-governmental organisations and other international organisations.

    The UN, which operates in a very difficult environment in Syria, has assured us that they comply with all relevant sanctions.

    The £30 million of funding to tackle drug and alcohol dependency is part of the larger £80 million fund announced by the Chancellor in the Spending Review, to catalyse new local solutions to complex and expensive social issues through Social Impact Bonds.

    Funding for the remaining mental health measures and services is derived from the additional funding announced in the Autumn Statement 2014 and March Budget 2015 to support children and young people’s mental health and eating disorders services, and in November 2015 as part of the Department’s overall Spending Review settlement.

    Difficulties with low prices in the dairy sector were discussed with Commissioner Hogan at Agriculture Council on 15 February. Member States have been invited to present their initial suggestions for how to deal with the ongoing pressure on EU farmers ahead of further talks at Council on 14 March.
