    To ask the Secretary of State for Health, what the evidential basis is for NHS England’s decision not to fund the pre-exposure drug prophyaxis for HIV for the at-risk population.

    NHS England has placed its position on the commissioning of pre-exposure prophylaxis (PrEP) under review. This review of the commissioning process will be undertaken by the Specialised Services Committee of NHS England in late May 2016. Depending on the outcome of that decision, a further decision taking account of the clinical evidence for PrEP, the evidence and demand for other new treatments not currently commissioned and NHS England’s available funding and priorities is currently planned for June 2016.

    To ask the Secretary of State for Business, Innovation and Skills, with reference to his Department’s White Paper, Success as a knowledge economy: teaching excellence, social mobility and student choice, published on 16 May 2016, what assessment his Department has made of the potential level of subscriptions which higher education providers will contribute to fund the Office for Students.

    The Impact Assessment for the Higher Education and Research Bill will be published shortly. It will include estimates of the total contribution of higher education providers towards the costs of Office for Students. The Government will consult on the specific structure of the registration fees to ensure they are fair and affordable for the higher education providers.

    The US provides the UK with an annual assurance that they have not held any detainees in, nor transported any detainees through, the territorial land, air or seas of the United Kingdom or its territories. The latest assurance was sent on 27 June 2016. Diego Garcia is one of the UK territories.

    To ask the Secretary of State for Transport, what discussions he has had with (a) Great Western Railway and (b) South West Trains on the provision of wifi services on those trains.

    The Secretary of State has not met with Great Western Railway or South West Trains on the provision of Wi-Fi services.

    On all Department for Transport-controlled rail franchises, in England and Wales, free Wi-Fi is being introduced. All train operators bidding for new franchises and direct award agreements will have to present a phased implementation plan for free Wi-Fi.

    As of July 2016, 25% of passenger journeys operating within the DfT controlled franchises have Wi-Fi available. We forecast 90% of passenger journeys will benefit from free Wi-Fi by the end of 2018.

    I meet with housebuilders regularly and have had many meetings on the provision of older peoples’ housing. This Government is committed to provide older people with choice over the housing that best meets their needs.

    We have clear planning policy to support older peoples’ housing, and we strengthened guidance last year to reinforce our expectations – including to get local authorities to recognise the benefits of supporting applications to build homes for people wishing to downsize.

    We are clear that local councils and mainstream housing providers need to increase the quality, choice and provision of housing for older people. We hope this will enable many older people who wish to move to available properties that suit their needs to do so, while freeing up family sized homes.

    To ask Mr Chancellor of the Exchequer, when he plans to consult on the transposition of the fourth anti-money-laundering directive.

    In June 2015, the fourth EU Anti-Money Laundering Directive (‘the Directive) was formally adopted. Member States have up until June 2017 to transpose the Directives requirements, into national law.

    With regards to the Government’s plans to consult on the transposition of the Directive, it intends to do so by early spring, with consultation running for a full 12 weeks. The consultation will cover areas where the Directive has given us options or direction on how we transpose its provisions, as well as areas where we can improve the UK’s anti-money laundering and counter financing of terrorism (AML/CFT) regime.

    By undertaking this work, we are further ensuring that our anti-money laundering and counter-financing of terrorism regime is robust and sufficiently responsive to emerging threats.

    To ask Mr Chancellor of the Exchequer, what the annual budget is for food produced for his Department’s offices; and what proportion of food produced for his Department was sourced from British producers in the last period for which figures are available.

    The Treasury does not procure food directly for the Department. The catering facilities are provided by an external company engaged by the Private Finance Initiative (PFI) management company. The catering contract is run on a nil subsidy and therefore is of no cost to the Department. The catering provider is obligated to follow the cross government requirements of sourcing its produce under Red Tractor guidelines.
