    To ask Her Majesty’s Government why their representatives in the International Court of Justice on 14 March requested the Court to declare that it lacked jurisdiction over the claim brought against the UK by the Marshall Islands, or that the claim is inadmissible, and under what circumstances they believe the International Court of Justice has jurisdiction.

    The UK’s representatives requested the International Court of Justice (ICJ) to declare the case inadmissible because that was our assessment following our analysis of the Marshall Islands’ claim. The detail of the UK’s legal arguments is contained in its written preliminary objections to jurisdiction and admissibility, as filed with the Court on 15 June 2015 and oral pleadings, as delivered at the public hearings held at the Court between 9 and 16 March 2016. The question of whether the ICJ has jurisdiction in a particular set of circumstances is a matter to be determined by the Court on a case-by-case basis in light of the relevant facts.

    Both Highways England, as a publicly owned company responsible for the strategic road network, and local highway authorities, responsible for maintaining the local road network, allow the use of different materials for treating highway surfaces. Whilst using any specific techniques and technologies to maintain the road network is entirely a matter for each individual highway authority to decide based on their circumstances, the Department for Transport continues to work with local highway authorities and the private sector to introduce more innovation and technology to ensure more efficient working and permanent repairs.

    To ask the Minister for the Cabinet Office, what steps he is taking to ensure that people who are not eligible to vote in the EU referendum and who have received ballot papers in error are not able to use those ballot papers.

    The EU referendum will be overseen by the Chief Counting Officer, chair of the independent Electoral Commission, who is responsible for making sure the referendum is held in accordance with the legislation governing the conduct of the poll. The Electoral Commission has recently issued a statement setting out the actions that have been taken to address an issue with elections software used by a number of local authorities in England and Wales. They will ensure that any postal votes which have been issued to electors who are not eligible to vote in the referendum will be cancelled and none of these electors will be shown as eligable on the electoral register to be used at polling stations on the 23rd June.

    The information is not readily available and could only be obtained at disproportionate cost.

    We are able to identify seizures of stun weapons from our last data sets, but can not easily identify those which have been disguised. In order to obtain this information, we would have to examine individual records to establish which stun guns were disguised.

    National Lottery funding supports projects within the four good causes – arts; sport; heritage; voluntary and community. The arts good cause covers a broad range of arts and media forms and there are no specific regulations against funding gaming, live digital and other features of cultural technology. Decisions on which individual projects to fund are made by the twelve Lottery distribution bodies.

    To ask the Secretary of State for Health, what steps his Department is taking to ensure that approved personalised medicines are available to patients with colorectal cancer.

    On 24 September, the NHS England Board agreed the development of a Personalised Medicine Strategy for the National Health Service. Personalised medicine is a move away from a ‘one size fits all’ approach to the treatment and care of patients with a particular condition. It uses emergent approaches in areas such as diagnostic tests, functional genomic technologies, molecular pathways, data analytics and real time monitoring of conditions to better manage patients’ health and to target therapies to achieve the best outcomes in the management of a patient’s disease or predisposition to disease. The high-level vision and strategy is to create a Personalised Medicine service in the NHS embracing four overarching principles: the prediction and prevention of disease; more precise diagnoses; targeted and personalised interventions; and a more participatory role for patients.

    The independent Cancer Taskforce’s five-year strategy for cancer, Achieving World-Class Outcomes (July 2015), recommends improvements across the cancer pathway, with the aim of improving survival rates.

    NHS England is currently working with partners across the health system to determine how best to take forward the recommendations of the Cancer Taskforce. NHS England has appointed Cally Palmer as National Cancer Director to lead on implementation, as well as new cancer vanguards to redesign care and patient experience. She has set up a new Cancer Transformation Board to implement the strategy, and this met for the first time on Monday 25 January. There will also be a Cancer Advisory Group, chaired by Sir Harpal Kumar, to oversee and scrutinise the work of the Transformation Board.

    The Accelerated Access Review, chaired by Sir Hugh Taylor, will make recommendations to government on reforms to accelerate access for NHS patients to transformative new medicines and technologies making our country the best place in the world to design, develop and deploy these products. The terms of the reference for the review focus on faster access to innovations, which may include personalised medicines for the treatment of colorectal cancer.
