    To ask the Secretary of State for Education, what her policy is on taking account of local communities producing a Neighbourhood Plan using powers in the Localism Act 2011 when a local authority makes a separate school site disposal application to her Department.

    The Secretary of State considers any application to dispose of publicly funded school land on a case by case basis. Before consenting to a disposal she will consider the impact on the local community, including any community interest in the land or local plans for the site. The requirement to seek consent from the Secretary of State for the disposal of school land is however, an entirely separate process to any local planning considerations or requirements. Such matters are the responsibility of the local authority.

    To ask the Secretary of State for Education, at what age it is her policy that schools should start providing pupils with careers advice.

    The government wants to see improvements to the extent and quality of the careers advice, guidance and inspiration that young people receive throughout their education, helping them to be better prepared for the world of work and able to take advantage of the opportunities available to them.

    Getting the chance to meet a wide range of people doing different jobs is particularly important for those children from disadvantaged backgrounds who have few successful role models, either at home or in their local communities. Tackling gender stereotypes needs to be done from an early age.

    The duty to secure independent careers guidance applies to pupils in years 8-13, but the government recognises the importance of exposing pupils to the world of work form an early age. That is why the government welcomes programmes, such as Primary Futures, that help to broaden the aspirations of young people from an early age. Primary Futures is a national initiative, led by the Education and Employers Taskforce and the National Association of Head Teachers, which enables volunteers from a wide range of professions to visit primary schools to inspire pupils.

    To ask the Secretary of State for Communities and Local Government, if he will issue guidance on whether local authorities with significant student populations in their areas should identify the student population separately for the purpose of calculating the full objectively assessed need for housing in their areas in preparation of Local Plans and in estimating the five-year supply of land for housing.

    The National Planning Policy Framework asks local authorities to assess their full housing needs and identify the scale and mix of housing and the range of tenures that the local population is likely to need over the plan period. Our planning guidance sets out a clear methodology for assessing development needs for housing and is clear that local authorities should plan for sufficient student accommodation in their area, including through engaging with universities and other higher educational establishments. It is for local authorities to establish a robust housing evidence base to justify their proposed approach.

    The Care Act 2014 sets out the legal framework for social care in England, and this applies to all adults with support needs including those whose living with HIV. Our Framework for Sexual Health Improvement (2013) a copy of which is attached, highlights the importance of early testing and diagnosis of HIV so that people can receive effective HIV treatment and help prevent new transmissions. In 2014 Public Health England published Making it work, a copy of which attached, setting out guidance to support collaborative local commissioning across all sexual health services.
