    To ask the Secretary of State for Health, if he will ensure that (a) training and (b) emotional support is given to carers who work in residential homes.

    Improving the capability of the care workforce through continued skills development is a vital investment in the future. This applies to the workforce as a whole but is particularly important for those working in residential homes.

    Ultimately, it is the responsibility of employers to ensure their staff are suitably trained and appropriately supported to undertake the roles for which they are employed.

    The Department is working closely with our delivery partners to support employers in improving the level of skills of the workforce and is spending significant levels of funding to support this work.

    The introduction of the Care Certificate is delivering specific standards for the training of new care workers.

    To ask Her Majesty’s Government how many prosecutions for food fraud in the form of meat substitution there were in each of the last three years.

    Local authorities are responsible for prosecuting meat species substitution offences. Generally, these prosecutions are taken forward under regulations relating to the labelling and mis-description of food, rather than under fraud legislation. The Food Standards Agency has taken on the task of compiling a register of successful food law prosecutions and is just completing the first year of data collection on local authority food prosecutions. However, it does not hold definitive data on prosecutions for offences of this nature in the last three years.

    In the budget in March, the Chancellor of the Exchequer announced that the Government is making available another £1 million to make public access defibrillators and coronary pulmonary resuscitation training more widely available in communities across England. This builds on last year’s funding of £1 million, which provided almost 700 more publicly accessible defibrillators in communities across England and increased the numbers of people trained in cardiopulmonary resuscitation. Details on how this second tranche of the funding can be accessed will be available in due course.

    The United Kingdom remains a member of the European Union until it leaves and as such will continue to represent the whole of the UK in the European Council.

    HMP Ranby is currently in the process of implementing its benchmark and expects to have fully achieved this in 2016.

    Nationally, we have recruited 2,340 new prison officers over the last year and this recruitment drive means we have 540 more full-time prison officers in our prisons than there were twelve months ago.

    All Prison Officers complete the national training course (POELT) before they are able to undertake full duties, all staff at Ranby have the same access and opportunity to avail themselves of relevant training and development as any staff member working within NOMS.

    To ask the Secretary of State for Health, what discussions he has had with the Nursing and Midwifery Council on extension of their remit to include root cause analysis of complaints and investigations.

    In 2015-16, Health Ministers have not met the Nursing and Midwifery Council (NMC) specifically to discuss extending its remit to include root cause analysis of complaints and investigations. However, Ministers do keep the issue of professional regulation under regular review and the Department has frequent discussions with professional regulators, including the NMC. Such discussions can cover a range of subjects including complaints handling and fitness to practise (FtP) processes.

    The NMC has a statutory duty to investigate if an allegation is made that a nurse or midwife does not meet its professional standards and, where necessary, to take action to safeguard the health and well-being of the public. Such investigations do not extend to investigating concerns, or their root cause, beyond determining the FtP of the individual registered nurse or midwife involved.

    The NMC reports that it works closely with other regulatory bodies, such as the Care Quality Commission and shares information that raises systemic concerns. As part of its 2015-20 strategy the NMC committed to sharing its data with other bodies responsible for quality and safety and to make anonymised data available to third parties where appropriate.

    To ask the Secretary of State for Health, which organisations will be represented in the UK delegation to the World Health Organisation Framework Convention on Tobacco Control in India in 2016.

    The United Kingdom will be represented at the 7th Conference of the Parties to the World Health Organization Framework Convention on Tobacco Control, to be held in November 2016. The composition of the UK’s delegation has not yet been decided. The delegation will be led by the Department and there is no intention to include representatives from organisations outside of Her Majesty’s Government.
