    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 7 July 2015 to Question 3892, how many (a) jobs and (b) apprenticeships were created by each Green Investment Bank (GIB) investment; and whether he plans to monitor the performance of a privatised GIB in creating jobs and apprenticeships.

    The Green Investment Bank (GIB) estimates that approximately 5700 jobs have been created during the construction phases of their projects and approximately 1000 jobs have been created during the operational phase of their projects. Apprenticeship numbers are not recorded separately from other jobs but any apprenticeship roles would be included in the figures mentioned above.

    We would expect a privatised GIB to continue to monitor the green and other benefits of their investments, such as job creation.

    To ask the Secretary of State for Defence, pursuant to the Answer of 25 February 2016 to Question 27212, on what data work commenced on Joint Services Policy (JSP) 900 UK Targeting Policy – Edition 2.

    Work to create JSP 900 UK Targeting Policy Edition 2 began in January 2014 and the document was in the process of being finalised in September 2014. However, further work was required to ensure the Ministry of Defence’s Full Spectrum Targeting (FSpecT) policy was coherent with the evolving National Full Spectrum Effects (FSE) approach.

    In September 2015 Defence Instructions and Notices (DIN) 2015DIN03-024 "Full Spectrum Effects For Defence Operations" was released. The DIN set the framework for FSpecT policy within FSE; JSP 900 Edition 2 was released shortly afterwards. A review of JSP 900 Edition 2 is under way and it is expected that a new edition will be required to incorporate lessons identified from operations in Iraq and Syria.

    This Government has demonstrated its commitment to our Special Forces by announcing a £2 billion programme of investment over the course of this Parliament. All military operations, including the activities of the Special Forces, are discussed and scrutinised at the highest levels of Government, including at the National Security Council. However, as it is the longstanding policy of the Government not to comment on our Special Forces, or to release information relating to them, I cannot comment on specific questions about personnel, equipment, discussions or activities in relation to these units.

    To ask the Secretary of State for Transport, what guidelines there are for the flying of unmanned drones in the proximity of airports.

    Article 166 of the UK Air Navigation order 2009 (ANO) requires operators of small unmanned aircraft to maintain direct, unaided visual contact with the aircraft sufficient to monitor its flight path in relation to other aircraft, persons, vehicles, vessels and structures for the purposes of avoiding collisions. It also states that an operator may only fly the aircraft if they are reasonably satisfied that the flight can safely be made.

    In addition, Article 138 of the ANO 2009, which also applies to small unmanned aircraft, states that “a person must not recklessly or negligently cause or permit an aircraft to endanger any person or property”. This includes persons within another aircraft, and of course the aircraft that those persons are within.

    The Civil Aviation Authority issues CAP 722 which is guidance for operating drones in the UK.

    To ask the Secretary of State for Transport, what steps he is taking to improve access to public transport for disabled people.

    The Government recognises how important improving access to public transport is for disabled people and is committed to making transport more inclusive.

    Since its launch in 2006, the £390m Access for All rail programme (which was further extended with £160m in 2014) has delivered accessible routes at over 150 stations. There are also 68 further projects at various stages of construction or development.

    We also recognise that positive interactions with bus drivers can make a big difference to disabled people’s experience of taking the bus. We are working with the bus industry and disabled people to design best practice guidance in delivering disability awareness training which, we hope, will help to give bus drivers the skills and knowledge to assist every disabled passenger.

    In addition, the Bus Services Bill will specifically allow enhanced partnership schemes to require all buses within a local area to provide audible and visual next stop information. Authorities using the new franchising powers will be able to place similar requirements on affected operators. The Government has also agreed to consider amendments on this issue which were tabled during the Bill’s committee stage in the House of Lords.

    The Government intends to publish an Accessibility Action Plan for consultation by the end of the year which will present its ambition for further progress on this important agenda.

    There is no body with formal responsibility for providing advice to UK banks and building societies offering first charge mortgages on properties outside of the UK.

    The regulation of first charge mortgages in a territory outside of the UK is a matter for the legal and regulatory framework in that territory.

    To ask the Secretary of State for Work and Pensions, if he will make an assessment of the effect on (a) the wellbeing and (b) access to employment and training of people who no longer have access to a motability vehicle due to moving from disability living allowance to personal independence payment.

    We recognise that the transition from DLA to PIP can be challenging for individuals, which is why the Department worked closely with Motability as we developed our plans for the introduction of PIP. The Motability charity provides a one-off package of transitional support and advice to support customers who no longer meet the eligibility criteria for the Motability scheme. For most of these customers who entered into their first lease agreement with Motability before January 2013, Motability will provide transitional support of £2,000. This will enable many former Scheme customers to continue to meet their mobility needs by purchasing a used car.

    For customers who entered into their first lease agreement with the scheme after January 2013 and up to December 2013, Motability will supply transitional support of £1,000 to assist with mobility costs. Motability is also providing help with the cost of adaptations made to non-scheme vehicles and information on non-scheme motoring and insurance. The Scheme also offers customers an opportunity to purchase their vehicle after the end of the lease.

    Support with employment is available through the Access to Work Scheme, which is potentially available on application to anyone with a health condition or disability that affects the way they perform their job and who needs practical support above and beyond the reasonable adjustments that an employer has a duty to make under the Equality Act 2010. The type of support Access to Work provides is tailored to an individual’s needs and can include travel to work.
