    An estimate of the overall impact on self-employment is not available. The Minimum Income Floor is intended to encourage those reporting very low self-employed income to increase their earnings either through increasing their earnings from self-employment, or through other employment.

    This Government’s aim is to have at least 90% of pupils taking GCSEs from the English Baccalaureate subjects of English, maths, science, humanities and languages.

    These subjects are part of a broad and balanced curriculum. There is space in the wider school curriculum to teach other subjects alongside these subjects.

    On 3 November 2015 the Secretary of State for Education launched a public consultation seeking views on the government’s proposals for the implementation of the English Baccalaureate[1]. The consultation closed on 29 January 2016 and the government will publish its response in the spring.

    To ask the Secretary of State for Health, when his Department last consulted medical authorities on the potential merits of making the meningitis B vaccine available on the NHS for all children; and if he will make a statement.

    National immunisation programmes are introduced on the advice of the Joint Committee on Vaccination and Immunisation (JCVI), the independent expert body that advises the Government on all immunisation matters. JCVI’s recommendations are based on a comprehensive and careful review of a wide range of evidence including information from medical experts.

    JCVI reviewed the available evidence on meningitis B vaccine and recommended a national Meningococcal B (MenB) immunisation programme for infants. The MenB vaccine is first offered to babies at 2 months of age, with further doses offered when they reach 4 and 12 months of age.

    MenB was introduced into the NHS programme in September 2015. JCVI keeps the eligibility criteria of all vaccination programmes under review and considers new evidence as it becomes available. If JCVI provides further advice about the programme, we will consider this.

    Total running costs of the Air Cadet Organisation including service and civilian manpower but excluding the annual works programme and contracted services was:

    £23.8 million in Financial Year (FY) 2011-12

    £22.0 million in FY 2012-13

    £23.1 million in FY 2013-14

    £24.5 million in FY 2014-15

    The estimated outturn in FY 2015-16 is £25.7 million.

    To ask the Secretary of State for Culture, Media and Sport, what recent representations (a) his Department and (b) the Information Commissioner’s Office have received on the failure of organisations to register as data controllers with the Information Commissioner’s Office under the terms of the Data Protection Act 1998; and what steps (i) his Department and (ii) the Information Commissioner’s Office have taken to ensure that organisations (A) are compliant with such terms of the Data Protection Act 1998 and (B) pay their notification fees.

    The Data Protection Act 1998 requires every data controller who is processing personal information to register with the Information Commissioner’s Office (ICO) unless they are exempt. The ICO’s website sets out the criteria for notification and provides guidance on the level of fee organisations should be paying. The ICO have also made it easier for organisations to notify and pay the fee by introducing online payments.

    At the end of 2015/2016 there were 441,000 data controllers registered with the ICO, which generated a total income of £18.3 million. Due to the very broad range of exemptions from the need to notify, and because these exemptions do not need to be actively claimed, there is no recognised figure for the number of notifiable data controllers in the UK. It is for data controllers to seek registration; the ICO periodically reminds organisations of the requirement to notify.

    It is the primary responsibility of commissioners to ensure continuity of commissioned services through contracting and contingency planning. Where a provider is considered hard to replace in the event of failure, its services can be designated as Commissioner Requested Services. This requires the provider to obtain a provider licence, if not otherwise required to hold a licence, and places the provider in NHS Improvement’s financial oversight regime for private providers of essential NHS services.

    Private rented sector legislation as in the Housing Act 1988, and the Protection from Eviction Act 1977 sets out the rights of landlords and tenants. It is applicable to all tenants and landlords, and there are no specific protections for (a) all housing benefits claimants or (b) vulnerable tenants, other than their statutory rights in UK legislation.

    During my visit to the Maldives on 17 and 18 January I met key members of the Maldives government, including President Yameen, and reiterated our call for the release of all political prisoners. The UK welcomed the Maldivian government’s decision on 18 January to allow former President Nasheed to travel to the UK for medical treatment. As the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) said to the House during PMQs on 27 January, we now want to see further steps taken by the Maldives government including the release of political prisoners.
