    To ask Her Majesty’s Government, further to the Written Answer by Lord O’Neill of Gatley on 25 April (HL7458), what is their estimate of the UK’s (1) gross, and (2) net, contributions to the EU for 2015.

    Full year outturns for 2010-14 are available in table 3.B of European Union Finances 2015 (Cm 9167) which is available in the Library of the House and on gov.uk. No estimates of the UK’s total net contribution in 2015 are currently available, since these are not forecast.

    For the purposes of producing a fiscal forecast, the Office for Budget Responsibility (OBR) forecasts both UK gross contributions to the EU and contributions net of EU receipts administered by the UK public sector. These do not represent an estimate of the UK’s total net contributions since they exclude receipts directly administered by the European Commission, which means the net contribution appears higher than is actually the case. Therefore, they are not directly comparable with the data for 2013 and 2014 set out in table 3.B European Union Finances 2015, provided in Written Answer HL7458. Details of the OBR forecast can be found at table 3.A of European Union Finances 2015, and the differences between the figures in tables 3.A and the total net contributions set out in 3.B are explained fully in Annex B of both European Union Finances 2015 and HM Treasury analysis: the long-term economic impact of EU membership and the alternatives.

    We regularly urge the South Sudanese Government to fully implement the August 2015 peace agreement and bring an end to the continual cycle of violence in all parts of the country. Most recently, the UK’s Deputy Permanent Representative to the United Nations made this clear with Ministers of the Transitional Government of National Unity during the UN Security Council’s visit to Juba in early September 2016.

    Scientific reviews over many years have shown that water fluoridation is an effective and safe public health measure. It is known that consuming fluoride in water at levels permitted by United Kingdom legislation, whether as a result of fluoridation or present naturally, can contribute to the risk of dental fluorosis, as can other sources of fluoride such as toothpaste if swallowed in excessive amounts.

    In 2014 Public Health England published Water fluoridation Health monitoring report for

    England, acting as guidance for dental teams on the prevention of dental disease in their patients. This included advice on reducing the risk of dental fluorosis from toothpaste ingestion among their patients, in particular young children. A copy of this guidance is attached.

    My right hon. Friend the Secretary of State for Business Innovation and Skills, BIS Ministers and officials are in frequent contact with a wide range of stakeholders on labour market issues, including issues around internships. The Low Pay Commission also consults on a range of issues, including internships, and submits its findings to Government each year to inform its recommendations on the National Minimum Wage. We are not aware of any recent, formal representations relating only to exploitation of unpaid interns in the specified sectors.

    Apprentices under the age of 19 or in the first year of their apprenticeship are entitled to at least the National Minimum Wage apprentice rate – currently set at £3.30 per hour.

    All other apprentices are entitled to at least the minimum wage rate appropriate for their age, which for over-25s is the National Living Wage rate of £7.20 per hour.
