    The Government continues to work with a wide range of stakeholders in taking forward the whiplash reform package announced by the Chancellor in his Autumn Statement in November 2015. Officials met with representative bodies for claimant solicitors in December 2015 and a ministerial meeting is planned for the end of January 2016. They will have a further opportunity to comment when we consult on the detail of the reforms in due course.

    I have discussed the issue of devolution of competence for abortion law in Scotland with representatives of several women’s organisations and I have a regular dialogue with the Scottish Government’s Deputy First Minister on all aspects of implementation of the Smith Agreement.

    To ask Her Majesty’s Government what assessment they have made of whether it would be consistent with the policy and objectives of the European Communities Act 1972 to notify the European Council of their intention to withdraw from the EU without prior approval by an Act of Parliament.

    The European Communities Act 1972 does not require prior approval of actions by Act of Parliament. The European Union Act 2011 does define some circumstances where this is required, but these do not include a notification under article 50. As the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron), said on 22 February, “if the British people vote to leave, there is only one way to bring that about, namely to trigger Article 50 of the Treaties and begin the process of exit, and the British people would rightly expect that to start straight away."

    The UK participated in the Triplex 2013 Exercise which was led by the International Humanitarian Partnership and co-funded by the European Union.

    The Triplex Exercise brings together EU Civil Protection Teams and Modules with the United Nations, International Non-Governmental Organisations (INGOs) and military, to strengthen preparedness and coordination of an effective response in the first phase of a large-scale humanitarian emergency.

    In the UK Aid Strategy published in November 2015, we committed to help 60 million people get access to clean water and sanitation in support of goal 6 of the 2030 Agenda for Sustainable Development.

    We will achieve this target through projects managed by our Country Offices, the Department for International Development offices based in the UK and through our contributions to multilateral organisations such as the World Bank. We will continue to invest in country and regional programmes to improve water resources management, water efficiency and improve water quality.

    To ask the Secretary of State for Transport, what the average response time is for coastguard personnel on emergency callouts; and what the longest response times were in each of the last five years.

    Each incident involving a Coastguard Rescue Team (CRT) is different in its context given geography, terrain, weather conditions, prevailing traffic conditions and the availability of individual volunteer Coastguard Rescue Officers and other responders. Against that background the Maritime and Coastguard Agency does not collate or maintain data in respect of cumulative response times either locally or nationally. However it can provide specific response times for specific incidents.

    In a typical year there are between 12,000 and 14,000 incidents to which a CRT will be required to respond.

    The Department for International Trade already has a strong and capable trade policy team which has more than doubled in size since 23 June. In the next year we will be developing that team to build the world class negotiating strengths needed to deliver the best outcomes for the UK. They will have the depth and breadth of expertise to handle the full range of sectoral and cross-cutting issues that arise in trade agreements, supported by analysts and lawyers.

    The procurement of local health services by means of competitive tendering is a matter for the local National Health Service.

    We are informed by NHS England that Greenwich Clinical Commissioning Group follows standard NHS procurement procedures and these procedures were followed for this procurement.

    I can confirm that in February 2012, 375,000 letters explaining the State Pension age changes were sent to men and women (across Great Britain and Overseas), with a date of birth in the range 06/10/1954 to 05/04/1955.

    To ask Her Majesty’s Government what assessment they have made of whether the decision by NHS England to refuse funding for micro-processor knees is consistent with its Five Year Forward View, which states that the NHS needs to adapt to take advantage of the opportunities that science and technology offer patients and carers.

    NHS England has not refused to fund micro-processor knees. A revised policy proposal for the routine commissioning of microprocessor controlled knees was considered by NHS England’s expert Clinical Priorities Advisory Group which recommended its adoption for routine commissioning. The proposal was then considered by NHS England’s Specialised Commissioning Oversight Group at its meeting on 9 December 2015 where it was agreed that NHS England would support this service development as a possible call on its resources. However given the potential scale of investment and the need to consider its priority relative to other treatments which would also have a possible call on the specialised commissioning resources it was decided that the policy should go forward for consideration as part of NHS England’s next annual prioritisation round in June 2016.
