    To ask the Secretary of State for Health, what estimates he has made of the additional resources needed and the cost of providing additional dialysis capacity for those patients who will no longer be suitable for a kidney transplant and for those patients whose transplant graft fails due as a result of restrictions in the range of immunosuppressant agents that will be introduced if the recommendations of the NICE review of TA 85 [ID456] are upheld at appeal.

    We have made no such assessment.

    The National Institute for Health and Care Excellence (NICE) has not yet published its final updated guidance on the use of immunosuppressive therapy for kidney transplant in adults (review of TA85) or on the use of immunosuppressive therapy for kidney transplant in children and young people (review of TA99). NICE is developing resource impact reports to support implementation of its guidance which will be published alongside its final technology appraisal guidance.

    Ministers answer Parliamentary Questions in accordance with the Ministerial Code which states that:

    "Ministers should be as open as possible with Parliament and the public, refusing to provide information only when disclosure would not be in the public interest, which should be decided in accordance with the relevant statutes and the Freedom of Information Act 2000".

    In addition, Parliamentary Questions may not receive a substantive answer if the information requested is not held, if providing the answer to a written question would incur disproportionate cost, if the answer contains personal or confidential information which is not appropriate for publication or if it is not possible to respond in the time available before prorogation.

    At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s position is that the UK will be stronger, safer and better off remaining in a reformed EU. We are better off thanks to the European Capitals of Culture initiative that produced real benefits for Glasgow in 1990 and Liverpool in 2008.

    There were 111 asylum applications from Yemeni nationals in 2015, and 15 in Quarter 1 (January to March) 2016.

    There were 12 refusals of asylum or an alternative form of protection, at initial decision, to Yemeni nationals in Quarter 1 (January to March) 2016.

    To ask the Secretary of State for Health, what plans his Department has to make electrical stimulation treatment for sight loss available through the NHS.

    Clinical commissioning groups are responsible for commissioning health care services to meet the needs of their local populations.

    There is no National Institute for Health and Care Excellence (NICE) guidance on the use of electrical stimulation for the treatment for sight loss. Where NICE guidance does not exist on a particular treatment, it is for local National Health Service commissioners to make funding decisions based on an assessment of the available evidence and on the basis of an individual patient’s clinical circumstances.

    NHS commissioners are required to have in place clear and transparent arrangements for local decision-making on the funding of treatments and for considering exceptional funding requests.

    The UK is not a signatory of the Intermediate Range Nuclear Forces Treaty. The US has briefed the UK on alleged violations of the Treaty by Russia. Together with our NATO Allies, the UK has called on Russia to preserve the Intermediate-Range Nuclear Forces Treaty. Continuing to uphold the Treaty strengthens the security of all, including Russia.

    The Home Office works with its contractors, local authorities and the Strategic Migration Partnerships to ensure that impact of the dispersal of asylum seekers to local authorities is reviewed regularly. The Home Office was aware of the expansion of existing accommodation in East Cardiff. Decisions on the use of accommodation including which premises are used are made by the individual contractors, who bear the cost.

    To ask the Secretary of State for Energy and Climate Change, what recent discussions she has had with the Scottish Government on hydro pump storage in Scotland.

    My rt. hon. Friend the Secretary of State met Mr. Fergus Ewing, in October last year where energy storage was discussed. This resulted in a dialogue between the two ministers discussing next steps. The dialogue has been taken forward at official-level through existing working groups such as the Low Carbon Innovation Co-ordination Group (LCICG).

    We are investigating the potential barriers to deployment of energy storage and possible mitigating actions. We are focussing in the first instance on removing policy and regulatory barriers. DECC plans to issue a call for evidence on a smart system routemap shortly.
