    To ask the Secretary of State for International Development, whether her Department has made representations to the EU on its funding of aid and development projects in Eritrea.

    Between 2013 and 2015 DFID provided UNICEF in Eritrea with £10 million for child and maternal health and the provision of clean water and sanitation.

    In December 2015 DFID provided a further £3 million for nutrition support activities and water and sanitation in areas affected by El Nino in the Horn of Africa through UNICEF’s regional programme, which covers Eritrea.

    Over the past 2 years funding to support primarily Eritrean refugees in Ethiopia totalled £1.6 million and focussed on child protection and related work on anti-smuggling and trafficking.

    The criteria for Public Service Obligations (PSOs) are determined by regulations agreed at the European level. We are carefully considering the Airports Commission’s recommendation to extend the scope of PSOs.

    No-one should stay in hospital any longer than they need to and this Government is determined to ensure that health and social care are properly funded. As well as funding the National Health Service’s own plan for the future with £10 billion, we are giving local authorities access to up to £3.5 billion extra for adult social care by 2019/2020 through the new Social Care Precept and additional social care funding in the Better Care Fund.

    To ask the Secretary of State for Health, what steps his Department is taking to improve (a) expertise and (b) facilities in primary care to strengthen (i) detection of early liver disease and (ii) treatment for liver disease.

    I understand that the British Liver Trust is working in partnership with the Royal College of General Practitioners on a three year programme to make liver disease a clinical priority for primary care. This is aimed at improving awareness and understanding of liver disease as well as treatment amongst those working in primary care.

    Public Health England is currently developing a framework to tackle liver disease. This will include the action that needs to be taken across the health and care system, including in primary care, to prevent and better manage liver disease.

    To ask the Secretary of State for Education, with reference to the announcement made by the Department for Culture, Media and Sport on 10 October 2016 that the Government plans to provide training in basic digital skills for adults, what funding her Department has allocated for that purpose; and if she will make a statement.

    Through a new statutory duty, the Digital Economy Bill will enable the Secretary of State to ensure that, in England, an adult aged 19 or over, who is considered to lack basic digital skills and is studying for a relevant publicly funded digital skills qualification, will not be charged for that training. The costs will be met by the existing Adult Education Budget. The Adult Education Budget is £1.5 billion in 2016-17, with indicative projections remaining at this level up to 2019-20.

    Between 2010-2011 and 2014-2015,£57.2m was allocated for flood defences in Leeds City Region. From 2015-2016 to 2019-2020, a further £50.2m has been allocated for further flood protection measures.

    To ask the Secretary of State for Communities and Local Government, what estimate his Department has made of the number of domestic violence refuges which have closed as a result of lack of funding in each of the last five years.

    Domestic Abuse is a devastating crime. That is why we are determined to ensure that victims get the help they need when they need it. In last year’s Spending Review we secured new £40 million funding to support victims of domestic abuse.

    It is for local areas to assess their needs for domestic abuse services and to make decisions on the provision of safe accommodation, including refuges and support for victims of domestic abuse.

    In the new Violence Against Women and Girls Strategy published on the 8 March, we set out our ambition to improve services for women suffering from domestic abuse, commiting to a new Statement of Expectations to set out for the first time what we expect from local areas.

    To support this, we are launching a new two year fund for refuges and other forms of accommodation-based support and to help local areas take the steps they need to meet the National Statement.

    The new funding builds on the £3.5 million funding to support victims of domestic abuse and is on top of the £10 million funding to stop refuges closing and strengthen the provision of safe accommodation in the last spending review period.
