    To ask the Secretary of State for Work and Pensions, if he will raise the threshold for carer’s allowance to take into account increases in the national minimum wage.

    The earnings limit for Carer’s Allowance which is not linked to the number of hours worked is currently £110 per week (net of certain expenses). It was increased to £110 in April 2015 – an increase of nearly 8%, which far outstripped the growth in earnings.

    The Government keeps the earnings limit under review and keeps under consideration whether an increase in the threshold is warranted and affordable.

    To ask the Secretary of State for Health, how many (a) incidents have been reported to trading standards teams of and (b) prosecutions have taken place for food with falsely-labelled ingredients in the most recent period for which figures are available.

    Monitoring food businesses to ensure compliance with legislation on food labelling and composition is the responsibility of county councils, unitary authorities, the London Boroughs and some but not all metropolitan borough councils. These local authorities are also responsible for taking enforcement action, including prosecutions, where non-compliance is found.

    Data is reported to the Food Standards Agency (FSA) on the number of food analyses undertaken in relation to compositional issues and labelling and presentation issues; 23,599 analyses were undertaken in 2014/15, 16,899 for compositional issues and 6,700 for labelling and presentation issues.

    Data is also reported to the FSA on the total number of prosecutions concluded for food standards issues. This includes action in relation to composition, labelling and presentation but also for other issues such as chemical contamination. In 2014/15, 75 United Kingdom food establishments were subject to prosecution.

    The FSA has recently established a central register of successful food law prosecutions. Data collected for the first year of operation of the register is not yet complete, but in future it will provide more definitive data on prosecutions for offences of this nature.

    To ask the Secretary of State for Health, what estimate his Department has made of the total cost to the NHS of each new HIV infection.

    In 2014/15, NHS England provided over £553 million of funding for the care and treatment of around 78,000 diagnosed HIV patients. A mathematical equation using these two figures would not result in an accurate cost for each new HIV infection as treatment varies according to clinical need and other factors such as age.

    The Government remains committed to almost every car and van in the UK being a zero emission vehicle by 2050. The Government is committed to making a success of the negotiations to leave the EU and will work hard to get the best deal for Britain. In the meantime, Departments will continue working to deliver the Government agenda.

    Officials are exploring options for cooperation arrangements once the UK has left the EU. We will do what is necessary to keep people safe, but it would be wrong to set out our position in advance of negotiations.

    Government is supporting, free, independent and social welfare advice, including through the Advice Services Transition Fund (ASTF).

    The ASTF is supporting the sector to be able to respond with confidence to the challenges presented by the changing funding environment. The ASTF is a transformational fund and, rather than providing running costs, it is designed to support more collaborative and sustainable ways of working.

    We are working with the Big Lottery Fund to ensure that learning from the fund is identified and shared across the advice services sector.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what resources she plans to allocate to enforcing comprehensive management plans in current and future Marine Conservation Zones.

    Under the Marine and Coastal Access Act 2009, marine regulators are required to enforce, and ensure compliance with, any management measures put in place to protect Marine Conservation Zones (MCZs).

    In December 2015, Defra confirmed it would continue to allocate £3 million New Burdens funding until 2020, which can be used for costs associated with MCZ designation including enforcement. In addition, allocations of funding to various activities are set out in an Action Plan for the Marine Management Organisation and the Annual Plans produced by the ten Inshore Fisheries and Conservation Authorities (IFCAs).

    To ask the Secretary of State for Education, what steps her Department plans to take under the Northern Powerhouse schools strategy to expand the best academy chains in the North; what the timetable is for that expansion; and how much funding will be allocated for that expansion.

    Our White Paper, Education Excellence Everywhere, sets out the range of support we will offer to schools across England.

    Where schools are failing, Regional Schools Commissioners will identify a suitable academy sponsor to turn them around. In areas where there are too few sponsors, we will recruit new sponsors, including high-performing schools and more sponsors from business, charity and philanthropy. We will also encourage existing sponsors to expand, increasing incentives and minimising barriers, learning from the investment we have already made through the Northern Sponsor Fund.

    For other struggling schools, we will ensure there is nationwide coverage of system leaders (teaching schools and National Leaders of Education), who will be expected to work with weaker schools to support them to improve. To help achieve this, we will improve how we designate system leaders by introducing a more sophisticated approach based on timely and accurate data rather than relying heavily on Ofsted judgements. We will also partner schools with the potential to become strong system leaders with existing teaching schools and National Leaders of Education.

    Through the Department’s strategy for Achieving Excellence Areas, we will target our existing programmes to secure sufficient high quality teachers, leaders, system leaders, sponsors and members of governing boards on the areas of greatest need. At the Budget, the Government announced that we will invest an additional £20 million a year to build on this strategy to raise education standards across the Northern Powerhouse. The allocation of this funding will depend on the identified need and will be reassessed each year, based on the evidence.

    For the additional funding announced in the budget, decisions on how the funding will be allocated for the 2016-17 financial year will be made by the autumn of this year and will be informed by the emerging findings of the review by Sir Nick Weller. We will be publishing the terms of reference for Sir Nick Weller’s review shortly.
