    To ask the Secretary of State for Justice, how many complaints his Department received about the standard of its recent consultation document on court closures.

    There has been one complaint about the standard of the recent consultation on the provision of court and tribunal estate in England and Wales.

    The complaint, received by email, was from a member of the judiciary and related to St Alban’s County Court. It noted that the consultation document was inaccurate as it stated that no enabling work was required at the receiving court, Watford County Court. On investigation, it was determined that some enabling work would be required. The written response to the complaint corrected this inaccuracy. The published consultation response document was updated to present corrected information.

    During the consultation process we were notified about inaccuracies in the consultation documents. These have all been corrected in the published response documents. All decisions were based on correct information together with the careful consideration of the consultation responses.

    To ask the Secretary of State for Health, what steps he is taking to ensure that refugees and asylum seekers are able to access mental health services.

    No estimate has been made of the proportion of refugees and asylum seekers who require mental health treatment as this data is not routinely collected.

    Both refugees and asylum seekers are offered health assessments which include consideration of mental health issues, however we do not hold data on the outcome of these.

    NHS England and clinical commissioning groups are committed to ensuring fair and equitable mental health care services for all, which includes all Black and Minority Ethnic (BME) communities, including vulnerable migrants, in particular, refugees and those seeking asylum.

    NHS England recently launched the Five Year Forward View Mental Health Task Force Report which clearly outlines action to be taken nationally, regionally, and locally to help improve mental health services for BME communities in England.

    NHS England supported MIND to co-produce the Guidance for commissioners – ‘Commissioning mental health services for vulnerable adult migrants’ September 2015 launched February 2016. The Guidance aims to ensure National Health Service commissioners and providers provide timely and good quality mental health services for vulnerable migrants in particular refugees and those seeking asylum.     To ask the Secretary of State for the Home Department, what modelling she has conducted to assess the likelihood of the emergency brake mechanism to control immigration from the rest of the EU into the UK being utilised in the next five years.

    The European Commission has clearly said that the UK already meets the criteria for the implementation of the ‘emergency brake’ and the text of the agreement makes clear that, once the necessary legislation is in place, EU workers newly arriving in the UK will not have full access to our in-work benefits for up to four years.

    The Home Office accepted the view of the independent Migration Advisory Committee that to produce such estimates "would not be sensible, or helpful to policymakers" and did not prepare specific forecasts of likely inflows from Romania and Bulgaria once restrictions expired on 1 January 2014. There are no plans to undertake a review of this decision.

    The latest available figures provided by the NHS Business Services Authority show that there were 99,549 students attending a university in England who received an NHS Bursary payment in the financial year 2014/15. Of the students receiving an NHS Bursary payment, 48 provided their current address with a postcode in the Withington constituency of Greater Manchester.

    To ask the Secretary of State for Communities and Local Government, how many local authorities will be affected by the sale of higher value council homes under the Housing and Planning Act 2016.

    The requirement to make a payment in respect of higher value vacant housing and to consider selling such housing applies to local authorities with a Housing Revenue Account. The scheme will therefore affect any such authorities who hold housing which falls within the definition of "higher value". That definition will be set out in regulations which are subject to the affirmative resolution procedure. In addition Government has the power to exclude types of housing from the policy through regulations.

    To ask Her Majesty’s Government what regulations are in place to prevent schools installing vending machines on their premises which allow children to buy sugary drinks.

    As a cornerstone of the government’s commitment to healthy eating in schools, new school food standards came into force from January 2015. These standards regulate the food and drink provided both at lunchtime and at other times of the school day, including food and drink provided in vending machines.

    The standards ensure that children are eating nutritious food at school by setting out clear, easy to follow guidance based on food groups and by giving school cooks the flexibility to create their own meals. The standards severely restrict foods high in fat, salt, and sugar, including high sugar drinks. The regulations permit only healthy drinks with an emphasis on water, milk and fruit juice (with 5% or less added sugars).

    To ask the Secretary of State for the Home Department, how many patrols of UK waters have been conducted by Border Force Cutters in each year since 2010.

    Border Force does not record individual vessel patrols as a measure of productivity, as this does not represent the full activity of a Border Force vessel. The Border Force vessels operate 365 days per year and in accordance with the vessel capability in force at the time. Deployments include:

    – being at sea;

    – being at 30 minutes notice for sea;.

    – law enforcement work whilst in port, e.g. rummage of moored vessels; road deployments to remote wharfs and marinas

    It is not in the public interest for Border Force to disclose vessel working patterns further, as this is likely to compromise border security.

    Up until January 1st 2016 the Assisted Voluntary Return (AVR) scheme has been outsourced but is now part of the Home Office Voluntary Return Service (VRS).

    The cost of the outsourced scheme in the years 2006 to 2015 is set out below. Data for 2004 to 2006 is incomplete and has therefore been omitted.
