    I apologise that I did not answer Parliamentary Question HL905 on 12th July. Due to administrative error this question was grouped with HL906 but only one answer was provided. The use and retention of facial custody images is governed by the Code of Practice on the Management of Police information (MOPI), guidance contained within the College of Policing’s Authorised Police Practice (APP) and the Data Protection Act 1998.

    In line with the principle of parity of esteem between all health services, NHS England together with NHS Improvement are supporting providers and commissioners of adult and older people’s mental health services to move away from block contracts and implement more transparent payment approaches. Two new payment options that providers and commissioners can choose between are a capitated payment approach or an episode of treatment (year-of-care) payment approach.

    No assessment has been made. Driver licensing in Northern Ireland is a devolved matter and is the responsibility of the Northern Ireland Executive. The provision of online driver licensing systems for motorists in Northern Ireland is a matter for the Department of the Environment in Northern Ireland.

    The Government is currently in a bilateral negotiation with Tidal Lagoon Power Ltd regarding a possible Contract for Difference for their proposed project in Swansea Bay and there have been numerous meetings with the developer to discuss this project.

    To ask the Secretary of State for Communities and Local Government, whether local authorities are required to consider environmental factors when awarding contracts.

    The over-riding procurement policy requirement is that all public procurement must be based on value for money, defined as the best mix of quality and effectiveness for the least outlay over the period of use of the goods or services bought. This includes taking environmental issues into consideration.

    The Public Services (Social Value) Act 2012 requires all public authorities, to have regard to economic, social and environmental well-being in connection with public services contracts; and for connected purposes. In addition under the Duty of Best Value, local authorities should consider overall value, including environmental value when reviewing service provision.

    In April 2016, the Government announced a national ambition to eliminate inappropriate out of area treatments for adult acute inpatient care as a result of local acute bed pressures by 2020/21 at the latest. We expect areas to put in place local action plans and achieve year on year reductions from 2016/17.

    The UK and Scottish Government have worked together to agree ambitious City Deals in Glasgow, Aberdeen and Inverness over the past two years.

    Building on these deals we will continue to work together to consider any proposals from Scottish cities or regions that seek to drive economic growth. Most recently My Noble Friend Lord Dunlop met Keith Brown on 30 June to discuss this agenda.

    To ask the Secretary of State for Health, what steps he is taking to increase registration for (a) blood and platelet, (b) stem cell, (c) bone marrow and (d) organ donation.

    NHS Blood and Transplant runs donor recruitment campaigns for blood, platelet, stem cell and organ donation throughout the year. Examples include the recently launched Missing Type campaign to promote blood donation; implementation of their Taking Organ Transplantation to 2020: A UK Strategy and management of the NHS Cord Blood Bank and British Bone Marrow Registry, working with Anthony Nolan.

    Specific action addressing awareness of registration among school-aged children includes the introduction of new education resources designed to equip secondary school teachers with the knowledge to educate and engage students about organ donation and working with Anthony Nolan to run the Be a Lifesaver education programme which trains volunteers to educate 16-18 year olds about stem cell, blood and organ donation.

    To ask Her Majesty’s Government, further to the Written Answer by Baroness Anelay of St Johns on 22 January (HL4827), what assessment they have made of the capacity of the United Nations Special Advisers on the Prevention of Genocide and on the Responsibility to Protect, to investigate and bring to justice those responsible for genocide against Yazidis and Christians.

    The role of the UN Office of the UN Special Adviser on the Prevention of Genocide is to raise awareness of the causes and dynamics of genocide, to alert relevant actors where there is a risk of genocide, and to advocate and mobilise for appropriate action. The role of the Special Adviser on the Responsibility to Protect is to lead the conceptual, political, institutional and operational development of the Responsibility to Protect. They are not mandated to carry out criminal/judicial investigations, and therefore the British Government has made no assessment of their capacity to do so.
