To ask the Secretary of State for Exiting the European Union, what representations he has received from universities on the effect of the UK leaving the EU on those institutions; and if he will make a statement.

The Department for Exiting the EU has engaged with a number of higher education institutions and groups including Universities UK and Royal Academies. Over the next few months the department will continue to engage with key stakeholders in business and civil society, including universities, through a series of roundtables, bi-laterals and visits across the UK.
We have been clear that we want to create an environment in which the UK as a whole can continue to be a world leader in research, science and the tertiary education sector more broadly. The government has already announced that UK researchers can still apply for Horizon 2020 projects and the Treasury will underwrite the payment of such awards, even when specific projects continue beyond the UK’s departure from the EU. Equally, EU students applying for a place at an English university or further education institution in the 2017 to 2018 academic year will continue to be eligible for student loans and grants – and will be for the duration of their course.

We receive periodic requests from both the Government of Iraq and from the Kurdistan Regional Government for assistance. We have previously provided some 50 tonnes of non-lethal support, 40 heavy machine guns and nearly half a million rounds of ammunition to the Kurdish Peshmerga. The Global Coalition considers any requests, taking account of each contributing nation’s own requirements and stocks. Availability and provision of ammunition to the Peshmerga were discussed during a recent senior British military visit to Erbil and, should a decision be taken that we can provide further assistance, this would be notified to Parliament in the normal way.

To ask the Secretary of State for Justice, what steps his Department is taking to improve prisons’ engagement with employers; and if he will make a statement.

Supporting offenders into meaningful employment is a vital aspect of the Government’s approach to rehabilitation.
We already work with a wide range of employers in prison through One3One Solutions and engagement by Prison Governors. And we want Governors to do more so we are putting the tools to drive this change in the hands of those at the frontline who best know what works.
We are keen to increase the number of employers who can provide valuable vocational work for offenders while in prison and who are able to offer them support in preparation for release and employment opportunities following their release.
I regularly meet businesses across the country including at two successful roadshows at HMP Sudbury and HMP/YOI Drake Hall, and most recently at HMP Wayland where local media have supported our campaign. New businesses are now coming on board as a consequence. The Employers Forum for Reducing Reoffending brings together employers willing to employ offenders and we are working with the Department for Work and Pensions to increase the involvement of more businesses.
The Prime Minister has announced changes to recruitment practises across the civil service to ensure that people are considered on their merits and not on their criminal conviction and we want to encourage more employers to do the same.

The Government values our close working relationship with a wide range of NGOs working on human rights issues, including Open Doors. Whilst we are not currently providing funding to Open Doors, it is open to them to apply to the Magna Carta Fund for Human Rights and Democracy for funding to implement specific projects overseas. The fund supports targeted projects which aim to tackle the root causes of human rights violations, strengthen institutions and governance, promote and protect human rights, and support democracy and the rule of law.

The UK welcomes proposals to increase scrutiny of, and further secure, the EU’s external Schengen border. A brief update on the Commission’s plans to publish draft legislation for an Electronic Travel Information and Authorisation System was provided at the Justice and Home Affairs Council on 13 October, which was attended by the Home Secretary. We will examine the proposals in more detail once publication has taken place. The status of UK citizens under any such system will depend upon the nature of the detailed proposals and the outcome of the UK’s negotiations to exit the EU.
