    I refer the hon. Member to the answer I gave him on 14 October 2015 in response to Question 10882 and the answer I gave him on 5 September 2013 in response to Question 167738. There are no plans to review further the limit on the number of commercial civilian movements at RAF Northolt, which remains 12,000.

    The Civil Service has a significant presence across the UK and we are considering how new government hubs, in strategic locations across the country, will help to make sure that we have an efficient and effective Civil Service at the same time as we consolidate the government estate. Currently, 18.1% of civil servants are based in London.

    Any proposed relocation is done based on operational need.

    The Terms of Reference for the Board are currently being reviewed. The Board sits quarterly and has met four times since January 2015; it reports to Ministers via the Defence Board.

    The Universities and Colleges Admissions Service (UCAS) publishes data on applications and acceptances for full-time undergraduate courses.

    In 2015 the number of applications to nursing courses was 186,260 and the number of acceptances was 21,450. Each person can make up to five applications.

    UCAS does not publish data on applicants or acceptances for nursing degrees broken down by either institution or entry qualification.

    To ask the Secretary of State for Work and Pensions, what estimate his Department has made of the average length of time a person making an initial inquiry claiming social security benefit spent on the telephone in the last 12 months.

    The DWP’s benefit claim lines handle calls both enquiring about claiming benefit and making a claim to benefit. The average length of calls to these lines for the period 1 September 2015 to 31 August 2016 was 00:12:56. For some benefits, systems require that the data collected includes time spent updating records after the conversation has ended.

    Data sources: Operational Management Information System (OPMIS) and data supplied by outsource partners.

    Government has always made clear the importance it attaches to land registration and the Land Registry in supporting an effective and functioning property market. As my Right Honourable Friend the Secretary of State for Communities and Local Government said on 10 October, whilst measures for the privatisation of Land Registry will not form part of the Neighbourhood Planning Bill, any decision on privatisation of Land Registry will be for the Government to make in the future. Following the close of the consultation on moving operations of Land Registry to the private sector Government is carefully considering its response, taking into account consultation responses received. It is only right that new ministers take the time to look at all the options before making a decision on the best way to proceed.

    We will be consulting on the framework for Clean Air Zones and the secondary legislation to be introduced later this year. This will include the important principles that need to be consistent from city to city to ensure Clean Air Zones are implemented in the same way by Local Authorities across England. We will work with Local Authorities and other stakeholders to ensure that we provide the guidance they will find most relevant and useful.

    To ask the Secretary of State for Transport, if he will make funds available to expedite the process of reopening the A591 in Cumbria.

    The Government has received a number of representations to help repair the A591 damaged by the recent Storms, including a request for assistance from Cumbria County Council, the local highway authority, who is ultimately responsible for the management and maintenance of the road.

    The Secretary of State for Transport announced on 27 December 2015 the Department for Transport would be providing £40 million to help rebuild vital local highway infrastructure in Cumbria and Lancashire damaged by the recent storms, including the damaged section of the A591. This announcement built on the government’s earlier provision of up to £2 million in the initial aftermath of the severe wet weather to enable Cumbria and Lancashire authorities to carry out an initial assessment of what repairs were required to roads and bridges.

    A follow up announcement regarding the A591 was made on 14 January 2016 which highlighted that Highways England, along with their contractors, has been brought in to deliver a full and permanent reinstatement of the road as quickly as possible.
