    To ask the Secretary of State for Health, what steps his Department is taking to ensure that the ceiling for agency nurse spending for each NHS trust will be made publicly available from 2015-16.

    Monitor and the NHS Trust Development Authority currently have no plans to make publically available the ceilings for agency nurse spending for each trust in 2015-16. However, if members of the public wish to know this information then they can approach individual trusts for this information.

    To ask the Secretary of State for the Home Department, what recent representations she has received on proposals that Tier 2 visa immigrants from outside the European Economic Area must be earning £35,000 or more to qualify for indefinite leave to remain in the UK; and if she will make a statement.

    The Home Office has received various representations on the £35,000 settlement threshold for Tier 2 (the skilled worker category) since it was announced in 2012.

    The Government announced in 2012 that from 6 April 2016 Tier 2 visa holders who apply for settlement in the UK will be required to meet a minimum annual salary requirement of £35,000. Prior to the announcement, both the Home Office and the independent Migrant Advisory Committee carried out a consultation on the changes. PhD level roles and those in shortage will be exempt from the £35,000 threshold.

    The Home Office published a full impact assessment on the changes to Tier 2 settlement rules when they were laid before Parliament on 15 March 2012, which includes details of relevant consultation. The impact assessment is available on the gov.uk website at:

    To ask the Secretary of State for the Home Department, with reference to the Prime Minister’s press release, PM’s Extremism Taskforce: tackling extremism in universities and colleges top of the agenda, dated 17 September 2015, what evidence was used to identify the six hate preachers named in that press release; and if she will publish the evidence which demonstrates that Dr Salman Butt had expressed views at a university contrary to British values.

    The Home Office has information on 70 events held on university campuses in 2014 involving speakers who are considered by the Home Office to have previously expressed views contrary to fundamental British values, including democracy, the rule of law, individual liberty and mutual respect and tolerance of those with different faiths and beliefs. Dr Salman Butt is the chief editor of Islam21c, a publication that hosts material contrary to British values, and has himself expressed views of concern in this publication and on social media, appearing to compare homosexuality to paedophilia as a sin and supporting FGM. He has spoken alongside CAGE and used social media to support CAGE’s position on Mohammed Emwazi (‘Jihadi John’), which has been to try to justify his resort to violence.

    The Immigration Act 2014 only granted this power in July 2014. Since the Home Department commenced the referral of driving licences of people with no valid leave in the UK to the Driver Vehicle Licensing Agency (DVLA) and Driver & Vehicle Agency (DVA) in July 2014, over 12,500 driving licences have been revoked. So far only 283 driving licences have been reinstated.

    DFID is promoting private sector development which contributes to state and peacebuilding in the Occupied Palestinian Territories by supporting fiscal sustainability, and reducing unemployment and poverty. DFID’s focus is on increasing growth and employment in key sectors, such as manufacturing, tourism, IT, and agriculture. Our support is channelled through the Palestinian Market Development Programme which seeks to improve the competitiveness of the Palestinian private sector, and through our support to the Office of the Quartet which attempts to make it easier to trade by removing movement and access restrictions.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, how many of the recommendations of the report on children in military custody published by his Department in June 2012 have been implemented.

    Since the publication of the Foreign and Commonwealth Office funded independent report on Children in Military Custody in June 2012, there has been some progress on the issue of children held in military detention.

    Officials from our Embassy in Tel Aviv held roundtable meetings with Israeli officials, most recently on 19 May. These meetings confirmed that progress is being made including a pilot to use summons instead of night-time arrests, changes to standard operating procedures on methods of restraint, and steps to reduce the amount of time a child can be detained before seeing a judge. Officials from our Embassy in Tel Aviv continue to push for further progress with Israeli officials.

    On 2 June, the Minister of State, my noble Friend the right hon. Baroness Anelay of St Johns met the Israeli Military Advocate General and the Israeli Ambassador to London where the issue of child detention was discussed. She made clear that while we welcome improvements, we continue to push for the full implementation of changes and to encourage further changes in practice.

    The Independent Cancer Taskforce published its report Achieving World-Class Cancer Outcomes A Strategy for England in July this year. The report proposes six strategic priorities for the next five years. These include rolling out a molecular diagnostics service which is nationally-commissioned and regionally delivered, enabling more personalised prevention, screening and treatment. NHS England is now working with partners across the health system to consider how best to take forward the taskforce’s proposals.
