    As indicated in my previous answers on this issue, I have had a number of meetings and discussions this year, both formal and informal, on the important issue of opencast restoration and in particular the proposal for a carbon price support exemption. These have included discussions with colleagues from HM Treasury, the Department of Energy and Climate Change, the Scottish Government and Local Authorities.

    The UK Debt Management Office’s (DMO) key objectives are required to be met with due regard to the principles of ‘openness, transparency and predictability’, as set out in the annual Debt and Reserves Management Report. The DMO publishes and lays before Parliament its annual Business Plan and Annual Report and Accounts (and also publishes an Annual Review), providing information about its operations in line with these objectives. As an Executive Agency of the Treasury, the Chief Executive of the DMO is accountable to government and parliament, as set out in the DMO’s Executive Agency Framework Document.

    We have been open about the difference between real world and laboratory testing for diesel cars and our modelling takes into account the gap between laboratory testing and real world emissions. The UK government is committed to taking action on emissions testing. We see real world testing as the ultimate solution and a vital step in tackling air pollution. The vote to introduce RDE in 2017 is an important milestone but we will continue to press at EU level for a comprehensive approach to emissions testing to restore consumer confidence and deliver our wider air quality and climate objectives.

    To ask the Minister for the Cabinet Office, which former Government-owned listed properties have been sold either as freehold or on a long lease in London in the last 10 years.

    Cabinet Office records show that two buildings listed have been sold in central London on a long lease in the last 10 years.

    The first is Admiralty Arch, which is leased on a 250 year long lease,generating over £65 million in capital receipts for the exchequer.

    The second is the Old War Office, leased on a 250 year long lease. Both freeholds remain with Cabinet Office for the perpetuity.

    Information is only held centrally on the Government Estate in central London. Any information outside of this is held locally by departments.

    To ask Mr Chancellor of the Exchequer, what steps he is taking to assess, mitigate and monitor macro-economic risks associated with trends in (a) environmental degradation, (b) resource scarcity, (c) climate change and (d) other aspects of the natural environment.

    HM Treasury regularly undertakes activities to monitor and assess key macroeconomic risks across all sectors of the economy, in line with current priorities.

    The Treasury also feeds into the wider work on environmental risks that is undertaken across government: and in particular, through consideration of the analysis, advice and recommendations of the Natural Capital Committee which reports to the government, including HM Treasury, via the Economic Affairs Committee. The NCC’s work includes assessments of environmental trends and their impacts on the economy. The government’s response to the NCC’s third State of Natural Capital Report sets out how this work will be taken forward, including through the development of a 25 Year Environment Plan which will focus on those environmental assets that are most vulnerable to unsustainable use and where investment will deliver the greatest benefit.The Treasury is working closely with Defra to develop this plan.

    Departments also work together on the UK contribution to the activities of the EU Raw Materials Initiative, which includes ongoing work that assesses and mitigates materials risks. Additionally, under the Climate Change Act 2008, the Government has a statutory role to produce, on a five-yearly cycle, an assessment of the risks and opportunities for the UK arising from climate change. Reporting under the Adaptation Reporting Power (as set out under the Climate Change Act), allows us to assess how key sectors are identifying risks from climate change and addressing them.

    As stated in the Spending Review 2015 the Ministry of Defence expects to dispose of sites generating £1 billion of receipts in the financial years 2016-17 to 2020-21.

    The Department does not disclose annual breakdowns due to the potential for prejudice to its commercial interests.
