    To ask the Secretary of State for Scotland, pursuant to the Answer of 30 October 2015 to Question 13632, on what dates in June 2015 he met (a) the Chancellor of the Exchequer and (b) other ministers in HM Treasury to discuss the potential effects in Scotland of a carbon price support exemption scheme.

    As indicated in my previous answers on this issue, I have had a number of meetings and discussions this year, both formal and informal, on the important issue of opencast restoration and in particular the proposal for a carbon price support exemption. These have included discussions with colleagues from HM Treasury, the Department of Energy and Climate Change, the Scottish Government and Local Authorities.

    The Spending Review settlement has shown Government’s continued commitment to digital delivery of services to recast the relationship between the citizen and the state. £1.8 billion investment in digital technology was announced by the Government in the Spending Review, plus a £450m allocation for GDS.

    To ask the Secretary of State for Transport, what assessment he has made of the respective roles of (a) Highways England and (b) its proposed programme management partner in the delivery of the Road Investment Strategy Programme.

    The government is tripling the capital investment in the Strategic Road Network. Highways England have been given responsibility for delivery of the Road Investment Strategy and operation of the network.

    A four year term contract was tendered competitively by Highways England to a consortium consisting of CH2M Hill, Mace and PwC (CMP) in early July 2015 to help provide additional support to improve their capability and available resources to deliver an increasingly demanding and complex programme.

    This has no impact on the role, responsibilities and requirements of Highways England.

    In 2010 the independent Making Automatic Enrolment Work (MAEW) review considered the impact of automatic enrolment on small and micro businesses. DWP’s impact assessments and on-going evaluation of Automatic Enrolment continue to monitor the costs and benefits of automatic enrolment on small businesses, including those with fewer than 10 employees.

    To ask the Secretary of State for Communities and Local Government, how many new homes of each type of tenure he plans will be funded by measures announced in the Spending Review and Autumn Statement 2015.

    The Spending Review and Autumn Statement made last week reaffirmed this Government’s commitment to keeping the country building, to delivering the homes communities want and supporting hard-working people who aspire to own their own home to be able to do so.

    Over £20 billion was secured for housing from the Spending Review. This includes £8 billion to deliver over 400,000 affordable starts, and a further £12 billion of housing investment which will support our 1 million homes ambition by 2020/21.

    The Spending Review package announced last week supports a variety of tenures, including affordable homes for rent, shared ownership schemes and starter homes. It also supports home ownership through supporting custom build, the extension of Help to Buy, and extending the Right to Buy to tenants of housing associations.

    Precise splits between differing types of tenure will depend on the nature and quality of bids recieved for new funding programmes, and on the type of sites coming forward.

    In the summer, HM Revenue and Customs (HMRC) recruited 3,000 additional staff into customer facing teams. The recruitment process included bringing people in on contracts to work in the evenings and at weekends, thus building capacity to handle calls outside of normal working hours.

    HMRC have also implemented their biggest ever training programme, ensuring that customer support teams can move across a wide range of work according to customer demand.
